With quorums present, the Committees on Public Works and Budget Appropriations were called to order at 9:28 and 9:30 a.m., respectively. 

 

MINUTES

On the motion of Legislator Kaplowitz, seconded by Legislator Bronz the minutes for May 5, 2003 and May 28, 2003 were approved 4-0.

 

ITEM A1

An Act authorizing the County to relocate an easement across Count-owned property at the rear of 112 East Post Road, White Plains to Bronx Post LLC.   Authorization for the easement was originally granted to the Rahmani Construction Corp. (Act No. 84-1984) allowing access to the rear of property located at 12-122 east Post Road.  Bronx Post LLC is the successor in interest.

 

Currently in the process of refurbishing it’s building at 112 Post Road, the County anticipates portions will be built over the easement, arguably blocking access to the rear of 120-122 E. Post Road. 

 

Under this Act, the easement granted to Rahmani will be relocated so as to allow the addition to the building and yet allow the required access to the rear of the building owned by Bronx Post.  The County will pay Bronx Post $10,000 for the inconvenience of the relocation, and Bronx Post will release the County from any liability arising out of this relocation.

 

On the motion of Legislator Kaplowitz, seconded by Legislator LaMotte the item carried 4-0, Legislators Stewart-Cousins and Alvarado were out for the vote.

 

ITEM C164 (BCC02)

A Bond Act authorizing the County to issue up to $500,000 dollars to finance the County Clerk Document Preservation Scanning Project.  This bonding will finance the cost of the computer equipment, which will scan the documents, as well as consulting costs, the commencement of document preparation and scanning work.

 

The purpose of the project is to eliminate the need to physically store future documents and to preserve historical real property records. By making available records previously unobtainable, this project will enhance the marketability and revenue stream from the remote access program. 

 

The Clerk’s office advises the completion of this project will facilitate the reconfiguration of its operations and office space in such a way as to restrict public access to County facilities thereby improving overall security.

 

As this project is not connected to the Department of Information Technology, it is not eligible for any departmental reimbursement.  The project will target those documents dated prior to 1967.

 

On the motion of Legislator Bronz, seconded by Legislator Kaplowitz the item carried 4-0, Legislators Stewart-Cousins and Alvarado were out for the vote.

 

ITEM C157 (SY076)

A $500,000 Bond Act for the Pump Station Generator Program-South Yonkers District.  The bond amount will fund the cost of design, construction and construction management related to providing an emergency generator and controls at the Main Street Pump Station for the South Yonkers Sanitary Sewer District.

 

The installation of emergency generators at this pump station will provide backup power, enabling the station to remain operational should a localized or widespread power failure occur.  Such a power failure could cause sewage to flow into the nearest waterway, thereby compromising its water quality.

 

For Budget: On the motion of Legislator Stewart-Cousins, seconded by Legislator Bronz the item carried 6-0. 

 

For Public Works: On the motion of Legislator Rogowsky, seconded

by Legislator Wishnie, the item carried 4-0. 

 

ITEMS C158 (WD101) and C159 (WD101)

C158- $200,000 Bond Act to fund the cost of a study of alternate source options to supply water to the southern end of the County’s 48-inch pipeline for Water District No. 1, specifically the cities of Mount Vernon and Yonkers.

 

C159-$200,000 bond Act to fund the cost of a study to address various operational issues facing Water District No. 1.

 

After much discussion, it was unanimously decided these two items would be held over until a more in depth description of each project and comprehensive breakdown of each capital project request form could be provided for committee review.

 

With no further business to discuss, the meeting was adjourned at 10:04 am.
