The meeting was called to order at 4:10 p.m.
MINUTES
Legislator Ryan made a motion to approve the minutes of March 25, 2002 (Joint meeting with Budget & Appropriations) and was seconded by Legislator Pinto. The vote was 2-0.
Legislator Ryan made a motion to approve the minutes of April 16, 2002 and was seconded by Legislator Pinto. The vote was 2-0.
ITEM # 15
Item # 15 is proposed Legislation modifying the Saw Mill Sanitary Sewer District by the removal of one parcel of property located at 149 Long Hill Road East in the Village of Briarcliff Manor.
Legislator Ryan made a motion to sign out Item # 15 for all purposes and was seconded by Legislator Pinto. The vote was 2-0.
Glen Island Bascule Bridge
Legislator Pinto mentioned that there was an item on this week’s A&C Agenda regarding the Glen Island Bascule Bridge. This 6.6 million dollar renovation of the Glen Island draw bridge was supposed to be completed by April 27th. The new completion date is set for June 30th. The Coast Guard had made it clear that failure to operate the bridge will result in a $5K/day fine. Kiewit Constructors, Inc. is asking for indemnification of these fines by allowing the County to temporarily utilize their equipment to provide daily operation of the bridge.
Legislator Pinto expressed his desire to have all Westchester County public works matters (especially modifications to contracts) come through the Committee on Public Works for review and discussion so that he can better inform fellow colleagues of these matters.

Item #1
Item # 1 is a letter from Legislator Latimer regarding the water quality of
Mamaroneck Harbor.
John D’Aquino informed the Committee that DEF, the Health Department, Town of Mamaroneck and the Village of Mamaroneck have been working closely together to identify any wet/dry weather related problems. This area is prone to many spills because many municipalities drain into Mamaroneck Harbor. The Department of Health has only identified one problem in a local sewer line and it has been repaired.
Item #10
Item #10 is a Sewer District Modification in the Town of Cortlandt.
Legislator Oros has asked that this item be expedited. Mr. D’Aquino stated that he has yet to receive information requested from the Town Engineer in a letter dated April 12th.
DPW Commissioner Vacancy
Legislator Pinto asked that the Administration keep this Committee informed as to the progress of the County’s replacement for Anthony Landi. He also stated his concerns that the County is contracting out a great amount of consulting work even though the County has employees that are qualified to do the work.
