The meeting was called to order at 4:20 p.m.
Change of Quorum
The first order of business was a request by Legislator Pinto to temporarily change the number of members needed for a quorum from three to two due to the resignation of David Hall.
Legislator Ryan made a motion to approve the change of quorum and was seconded by Legislator Bronz. The vote was 3-0.
ITEM # 13
Item # 13 is resolution passed by the Town of Mount Pleasant regarding a
property owner (29 Maplewood Way, Pleasantville) who has requested
removal from the County Saw Mill River Sewer District.
Legislator Bronz made a motion to approve and forward Item #13 for further review and it was seconded by Legislator Ryan. The vote was 3-0.
ITEM # 14
Item # 14 are petitions forwarded from the Town of Cortlandt requesting the
return of four parcels (10 Hampton Pl.; 58 & 60 Old Oregon Rd. & 1
Lockwood Ave.) into the Peekskill Sanitary Sewer District.
Legislator Bronz made a motion to approve and forward Item #14 for further review and it was seconded by Legislator Ryan. The vote was 3-0.
ITEMS # 3 & # 10
Items # 3 & #10 are Sewer District Modifications from the Towns of Mount
Pleasant and Cortlandt.
Mr. John D’Aquino, Department of Environmental Facilities (DEF), informed the Committee that letters were sent to the Towns of Mount Pleasant and Cortlandt regarding their recent request for sewer district modifications.
The letters outlined additional information, such as the assessed value of
said parcels, needed before a full review can be conducted.

In an effort to expedite these requests in a timely manner, Legislator Pinto stated that, in addition to a letter being forwarded to the County Executive when this Committee approves an item, a letter will also be forwarded to the municipality. The letter will advise them of the Committee’s approval and an Outline of Procedure Adding and Removing Parcel to/from a County Sanitary Sewer District will be enclosed.
It was also agreed that sewer district modification referrals will now include the address of said parcel/parcels whenever possible on the agenda because of increasing multiple requests from municipalities.
ITEM # 2
Item # 2 is a letter from the architect representing the Union Church of
Pocantico Hills requesting permission for the Church to construct a
Memorial Burial Area on their property located in Pocantico Hills. This item
was recommitted at the March 25th Board meeting and has been forwarded
to the Committee on Legislation for their review.
Legislator Ryan made a motion to receive and filed Item #2 and was seconded by Legislator Bronz. The vote was 3-0.
BOND ACT #B0056
Bond Act # B0056 authorizes the issuance of $750,000 in bonds for design and construction in connection with certain infrastructure repairs to the
County-owned facility at 375 Executive Boulevard. This item was recommitted at the April 8th Board meeting.
Legislator Pinto stated that this item was discussed in detail at a joint meeting with this Committee and the Committee on Budget & Appropriations. He has had further correspondence with Sal Carrera on this issue. Mr. Carrera stated that Katie Carrano, Budget Director, has the full “breakdown” in writing and Legislator Pinto has asked that the “breakdown” be forwarded to this Committee. All the Members agreed that they were satisfied with the discussions and information received.
Legislator Bronz made a motion to approve Bond Act #B0056 and was seconded by Legislator Ryan. The vote was 3-0.
