DISCUSSION:
Chair Pinto called the meeting to order at 4:02 p.m., noting that several Bond Acts will be discussed (individually) for committee approval then forwarded to the Committee on Budget and Appropriations.
Naomi Klein gave a brief description of the Proposed Act to enter into an IMA with the City of Yonkers to prepare a traffic signalization study, to coordinate, control and analyze the traffic patterns involving 62 intersections in Yonkers. The $100,000 cost of the study will be 80% federally funded, and 20% match (city) funded. The County will contribute up to $80,000 toward the cost of the study, which will be reimbursed by the State as agreed to by the County and NYSDOT. A motion to accept was moved by Legislator Ryan, seconded by Legislator Wishnie and carried 3-0.
Commissioner Anthony Landi and Deputy Commissioner Ralph Butler explained the proposed agreement and that the County is prepared to enter into an IMA with the City of New Rochelle to rehabilitate a portion of North Avenue, in the downtown area along 3.13-miles of County road. The City will take over the operation and

maintenance, and full ownership will transfer after the complete payoff of Bonds. A motion to approve was moved by Legislator Ryan, seconded by Legislator Wishnie and carried 3-0.
Dr. Norm Jacknis discussed an agreement to finance consulting services for a county-wide wireless radio system for dispatching and controlling EMS and fire services throughout the County. A motion to approve was moved by Legislator Wishnie, seconded by Legislator Ryan and carried 3-0.
Commissioner Joseph Montalto discussed the need for replacing and modernizing the maintenance facility at Playland Park, and bonding for construction, carpenters and plumbers. A motion to approve was moved by Legislator Ryan, seconded by Legislator Wishnie and carried 3-0.
Robert LoPane (Architect), discussed the designs and contract drawings for the restoration and improvements to the Habirshaw Park at the Yonkers Waterfront. A motion to approve was moved by Legislator Wishnie, seconded by Legislator Ryan and carried 3-0.
The next items referenced referred to various on-going road and bridge improvement projects, which were individually identified, and divided into two sections. Legislator Wishnie commented that in the future, the Bond Acts and agreement packages should be separated before committee discussion and action. All road and bridge projects were approved on the motion of Legislator Ryan, seconded by Legislator Wishnie and carried 3-0.
The last item was presented by Commissioner Landi, with regard to the Yonkers Joint Water Treatment Plant and the request for fire suppressant alarm and security systems for the chemical storage tank area. A motion to approve was moved by Legislator Wishnie, seconded by Legislator Ryan and carried 3-0.

The minutes of February 5th were reviewed and accepted, as amended, on the motion of Legislator Wishnie, seconded by Legislator Ryan and carried 3-0.
