COMMITTEE ON PUBLIC WORKS

DISCUSSION:

 

Chair Pinto called the meeting to order at 4:10 p.m., and introduced the committee members, staff and visitors.  Chair noted that Legislator Mosiello declined membership on the committee, and there will be four regular members plus the inclusion of the Board Chair (L. Bronz).  A motion was entertained that a quorum will be recognized as having three members present to sign matters out of PW Committee.  The motion was moved by Legislator Wishine, seconded by Legislator Hall and carried 4-0, with all in favor.

 

The agenda items from the (two) Board meetings of 2002 were reviewed next.  Item #1: Commissioner Anthony Landi gave a report from the Department of Public Works on the Water Quality of Mamaroneck Harbor and addressing the concerns with regard to the correction of outstanding sewer leaks; and the status of re-opening JohnstoneBeach.  Commissioner Landi stated that DEF has offered Mamaroneck any assistance it will need to assure the safety level of the water quality in MamaroneckHarbor, emphasizing that DEF has the resources to assist in these efforts.

The next item for discussion is with regard to the cemetery application requesting permission for the Union Church of Pocantico Hills to construct a Memorial Burial Area on the property.  Susan Gerry (Law Dept.) gave a brief presentation on the procedure recommended for approval, noting that the municipality must sponsor approval first, before it is presented to the County Board.  She also noted that the request must be made by the Town Board, in the form of a resolution, for approval.  After the application is received by the County, it will be reviewed by the County Departments of Planning, Health and Law.  Legislator Wishnie questioned why participation or approval is required by the County when it should be an issue handled by the local municipality involved – and further asked if the County can be retracted from involvement.  Chair Pinto asked if a resolution could be amended to change the law on the 6-week application filing notice, adding that the application needs the approval of the full Board, and must define the usage area.

 

Item #3 was discussed next, with regard to sewer districts.  Commissioner Landi presented an outline of the procedure to “add and remove parcel, to and from a County sanitary sewer district”, and noted that a Resolution was received form the Town of Mount Pleasant.  Legislator Wishnie moved to forward this information to the County Executive, which was seconded by Legislator Hall and carried 4-0, with all in favor.

 

The last agenda item was with regard to Public Works’ equipment and machinery.  Chair Pinto explained that each year a list of equipment items used by the County is forwarded to the Board.  Legislator Wishnie requested an explanation of the necessity to forward this information to the Board.  Commissioner Landi explained that some counties obtain their equipment through various funding and a record is kept.  Chair Pinto added that the record helps keep track of the use and maintaining of the equipment.

Legislator Wishnie expressed that PW has no further use for receiving this information, and suggested that a letter be forwarded to the County Attorney to review and possibly eliminate the need to continue receiving this information.  All members agreed and a motion was entertained and moved by Legislator Wishnie, seconded by Legislator Ryan and carried 4-0.

 

With no further business to discuss, the meeting adjourned at 4:50 p.m., on the motion of Legislator Wishnie, seconded by Legislator Hall.
