Legislator Maisano called the meeting to order at 4:55 p.m.
Legislator Maisano requested Commissioner Landi to give an update on the removal of snow and ice from the County roads.
Commissioner Landi stated that the Snow and Ice Removal Agreement involves an act by the Board of Legislators authorizing his office to enter into inter-municipal agreements with municipalities willing to clear snow and ice from County roads within their jurisdictions. With the exception of the Bronx River Parkway and Grasslands Reservations, local municipalities have always provided for the removal of snow and ice from County roads. He stated that the new inter-municipal Agreements will be for a term of five years, from October 1, 2000 through September 30, 2005.
Legislator Carsky asked if seasonal workers would be hired to remove the snow and ice from the bridges? She stated that at one time welfare-to-work clients would remove the ice and snow from the bridges over the Bronx River Parkway, however, this has not happened for several years.
Commissioner Landi stated that seasonal workers were hired in the past. He also stated that the reason that they are not being hired at presence is due to liability, and the logistics of getting the workers to the site. Legislator Wishnie made a motion to sign out the legislation. Seconded by Legislator Pinto. All in favor 6-0.
Legislator Maisano asked Legislator Noto to address the issue on Greenwich-Laurelto Health Care Facility.
Legislator Noto stated that Greenwich-Laurelton requested a connection to the County sanitary sewer.
Commissioner Landi stated that this is a problem because the property is located in Connecticut and would have to come through a piece of property in Westchester County. He stated that he needed additional information, which was requested but not received.
Commissioner Landi gave Legislator Noto a copy of all correspondence (sent and received) pertaining to the Greenwich-Laurelton issue. (copy on file)
Legislator Noto stated that he would follow-up with Mr. Gioffre of Gioffre Professional Corporation and report his findings to the Committee.
Legislator Carsky suggested the committee and the Commissioner go on a field trip to view the outflow line that is a model project at Echo Bay in New Rochelle.
Legislator Pinto moved to adjourn. Seconded by Legislator Noto. All in favor 6-0.
Legislator Maisano stated that the committee would set a date and time for the trip.
