Legislator Maisano called the meeting to order at 4:40 p.m.
Legislator Maisano requested Commissioner Landi and Deputy Commissioner Ralph Butler to address the committee on the Sanitary
Sewer Overflow Treatment Facilities in the Village of Larchmont and the City of New Rochelle.
Commissioner Landi stated that both municipalities have expressed concern about the proposed location of the facilities and the impact of both the construction and the ongoing operation of the facilities on the local community. He also stated;
City of New Rochelle is requesting that the SSO Facility be relocated to either of the following locations; Neptune Park or Fort Slocum Road.
Commissioner Landi stated that Neptune Park is the first priority.
Legislator Maisano stated that the reason for giving two alternatives was that the first priority from environmental perspectives is dramatically better than the original site at 666, the outfall is much better. He stated that there is an uncertainty about the approval of the outfall and that is why there are two proposals.

Commissioner Landi stated that the Village of Larchmont is requesting that the SSO facility be relocated to the North East corner of Flint Park.
Commissioner Landi and Deputy Commissioner Butler discussed the project cost estimates, facility descriptions, design flows and system reliability of both SSO facilities. A draft proposal of alternative site locations was given to each committee member.
After much discussion, Commissioner Butler informed the committee that deadlines have not been changed. He also stated that NYSDEC did agree to review alternate locations submitted by Westchester County and supported by the municipalities. NYSDEC did not rule out either a new outfall or pumping, but indicated that any proposed relocations planned must demonstrate an increased environmental benefit to Long Island Sound beyond the existing proposal.
The Chair recognized Mr. Dolan, CNR, City Hall.
Mr. Dolan stated that the report was extremely well written with logical points. He also stated that his concern is with the numbers.
It was agreed by all that the next step will be to submit the report to the State.
The Chair thanked the guest for their outstanding and timely presentations.
