Legislator Maisano called the meeting to order at 5:00 p.m.

 

Committee Blueprint:

Legislator Wishnie made a motion to approve the Public Works Blueprint.  Seconded by Legislator Pinto.  All in favor 3-0.

 

Legislator Maisano requested Commissioner Landi to address the four items that were laid over from the Board of Acquisition and Contract meeting.

·       Phase III Engineering Services in connection with Odor Control, Yonkers Joint Wastewater Treatment Plant

·       Phase IV Engineering Services in connection with the

Performance Maintenance, Port Chester Wastewater Treatment Plant

·       Phase III Engineering Services in connection with Plant Upgrades, Ossining Wastewater Treatment Plant

·       Engineering Services in connection with the Engine Replacement and Blower Reconditioning and the Sludge Collection Improvements and Process Equipment Replacement, Yonkers Joint Wastewater Treatment Plant

 

Commissioner Landi stated that item 1 is a capitol program. It is a construction, management and engineering job. Once the job is awarded, someone will be on site to oversee the job.

Mrs. Schecter stated that the members of the Board of Acquisition and Contract are requesting information regarding KJM.  She also

stated that KJM’s name is appearing on quite a number of contracts, as a sub-consultant.

 

Commissioner Landi stated that his office does not select the sub-contractors.  Basically KJM is Ken J. Modico, a former employee of Westchester County in the Department of Environment facilities.  He left the County approximately 15 years ago. 

 

Deputy Commissioner Butler stated that K.J. Modico has a Construction Management Firm registered in business for approximately 4 years.  Prior to that he was the Vice-President of a firm in White Plains.  He then worked in New York City as a general contractor.  He has experience working with BB&L a consulting firm in White Plains.

 

Commissioner Landi informed the committee that Henningson, Durham & Richardson are the prime consultants and KJM are the sub-consultants.

 

Mrs. Schecter stated that the concern of the Board of A&C is – if there are so many jobs and he is overseeing all of them simultaneously, the question-Is KJ Modico  able to perform all of the jobs satisfactorily?

 

Item # 3- Commissioner Landi stated that the consultant shall provide design services associated with the performance maintenance equipment replacements, addition of a fourth final clarifier and a new sodium hypochloride feed system at the Ossining Wastewater Treatment Plant. (Back-up on file)

Item # 4- amended to provide for construction administration services for the Engine Replacement and Blower Reconditioning and design and construction administration services for the Sludge Collection Improvements and Process Equipment Replacement at the Yonkers

Joint Wastewater Treatment Plant in Yonkers.(Back-up information on file)

 

Mrs. Schecter questioned the services of Lynch Engineering Services, PC at the Westchester Medical Center. 

 

Commissioner Landi stated that Lynch Engineering is a very qualified company and has done several large projects with the Department of Public Works.  He also stated that there is no reason not to award contracts to Lynch Engineering.  Lynch Engineering is very competitive and a good performer.

 

Legislator Maisano requested Legislator Ryan to give an update on  Item # 6 on the Agenda regarding the Blind Brook Sewer District.

 

Legislator Ryan stated that over a year ago, North Castle Town Supervisor Lombardi, Roland Baroni Town Attorney, Commissioner Landi, County Attorney Allan Scheinkman and he had an opportunity to discuss the Blind Brook Sewer District.  He also stated that perhaps the Commissioner could discuss the status and concerns.

 

Commissioner Landi stated that a meeting was scheduled for March 22, in which additional information was requested. At this point, the Commissioner stated that he is awaiting this information and once it is received the work can begin.

 

Legislator Pinto stated that communication was received from Supervisor John Dinin, Town of Bedford providing documentation and approval from his community to request the Department of Environmental Protection to remove Lakeside Road Bridge.  The bridge would be too costly to reconstruct and is considered a safety concern.

 

Legislator Carsky stated that there is a bond act to combine the bridge in Cortland together with the Broad Street bridge in Mt. Vernon/Yonkers.

She requested a reason as to why there is one bond act for two capitol projects.

 

Deputy Commissioner Butler stated that this is an effort by the Budget Department to package the bond acts, sometimes-combining three or four of them.  The same company will not design the project.

 

Legislator Carsky requested why the Broad Street Bridge has so much deterioration.

 

Deputy Commissioner Butler stated that the deterioration is in the arch structure not on the super structure.  There will be work done on the upper part – adding drains and repairing the arches.

 

Deputy Commissioner Butler stated that the project – Albany Post Road, the bridge is being replaced.  He demonstrated on the site map all work to be done.  

 

Legislator Wishnie requested the status of Briarcliff Manor.

 

Commissioner Landi stated that the project is with the Health and Planning Departments.

 

After discussion of all projects, Legislator Maisano thanked the Commissioner and Deputy Commissioner for their presentations.

 

Legislator Maisano stated that the upcoming meetings would be

April 25, 2000 and May 9th, 2000. 

 

Legislator Wishnie moved to adjourn.  Seconded by Legislator Noto.

All in favor 6-0.
