Legislator Maisano called the meeting to order at 4:50 p.m.

 

Legislator Maisano informed the committee members that he was in receipt of a letter from the Village of Briarcliff Manor requesting a sewer district amendment.

 

Legislator Pinto moved that this letter be sent to the office of the County Executive.  Seconded by Carsky.  All in favor 3-0.

 

Commissioner Landi gave the Chair an outline of procedure, to add and remove parcels to/from a County sanitary sewer district.(copy on file)

 

Legislator Maisano stated that Commissioner Landi and First Deputy Commissioner Butler were present to discuss the YJTP Engine Replacement and Blower Reconditioning Project; municipal sewer

system rehabilitation program and the modifications, Phase II, to automate various processes at the wastewater treatment plants.

 

Mr. Butler stated that the YJTP engine replacement and blower reconditioning project was voted out earlier this year.  The project cost is $11.5 million.  The primary purpose of this project is to rehabilitate 3 very large engines that run the blower system.

He stated that the Plant uses two separate electric driven motors that generate over one million dollars in electric bills.  Once the equipment is rehabilitated, there is an estimated cost-saving of $900,000+.  Mr. Butler indicated on a map, the work that will be done on this project.  This project will take 2 years for completion.  The start date is 0ctober 1, 2000.

 

After discussion of this project by committee members and Mr. Butler, the Chair requested Mr. Butler to update the committee on the Municipal Sewer System Rehabilitation Program.

 

Mr. Butler stated that this program is known as the 86 series – 4 capital projects that includes New Rochelle, Mamaroneck, Blind Brook and Yonkers Treatment Plan.  This project is under an Order on Consent.  The deadline is February 15.  The project cost for all 4 projects is $39 million. The projects will be broken up into 4 construction contracts.  The first contract – New Rochelle, North Castle and New Castle.  Mr. Butler gave the committee a detailed package of work by street and area to be done in each municipality. (copy on file)  He also demonstrated on a map the required manhole rehabilitation.  Mr. Butler stated that a flyer is sent to the residents requiring them to reframe from using water for 12 hours.  This is sent out two weeks in advance first, then one week, then two days in advance. 

 

After discussion on the notification to residents about work done in their area, Mr. Butler informed the committee that there have not been many problems with the residents and the non-usage of water for a long period of time.  He stated that notification is also sent to the police and fire departments. Flyers are placed on the resident’s door with emergency telephone numbers.   Final notification is placed on the doors alerting residents that the work is complete.

 

Mr. Butler stated that the first contract will go out in March and every  two months thereafter.  The second contract is with Rye, Ryebrook, Harrison,  Pelham, Pelham Manor and Larchmont.

The Chair requested an update on the modifications, Phase II, to automate various processes at the Wastewater Treatment Plants. (Port Chester, Yonkers, Ossining, Peekskill, Mamaroneck, New Rochelle, Blind Brook).  Mr. D’Aquino stated that this is the second phase of the automation project.  This phase takes advantage of all the monitoring and it also includes an enhancement to the monitoring that was done in phase I.  He informed the committee that automation would help determine more quickly if there is a deficiency.

 

Commissioner Landi stated that the department has been “downsized enough”.  There will be no reductions in staff.  He stated that the shifts would be a modified 12-hour shift to ensure communication with the staff and supervising operators.

 

The Chair thanked Commissioner Landi, First Deputy Commissioner Butler and Mr. D’Aquino for their presentation.

 

The Chair informed the committee members that meetings will be held every other week, if necessary, every week.

 

Legislator Pinto moved to adjourn the meeting.  Seconded by Legislator Carsky.  All in favor 3-0.
