Mr. Pinto called the meeting to order at 4:45 p.m. The minutes of February 16th, March 19th, April 6th and April 13, 1999, were approved on the motion of Legislator Noto, seconded by Legislator Wishnie, by a vote of 7-0. Mr. Pinto announced that he and Mrs. Carsky would meet on Tuesday, April 27th, with Deputy County Executive Jay Hashmall, to discuss the proposed IMA to widening Strathmore Road in Yonkers. There will be no regular committee meeting that day. Commissioner Landi distributed the 1999 Household Hazardous Clean-Up Days flyers to all members. He said this years clean up days were increased to four days per year in various areas in the County. Mr. Landi briefed the members of the status of the Harney Bridge construction project, which is scheduled to start by the end of this month. He assured the members that the original stones would be removed from the bridge, cleaned and then built back onto the bridge. He said the capstone of the bridge will be one foot higher due to OSHA standards and to avoid railings. Phase I of the project is proceeding to install detours at both gas stations in order to provide southbound access to Harney Road East. Some trees have been cut down in order to provide flexible movement and a temporary footbridge will be installed for pedestrians. There is a total of 11 feet that will be added to expand the bridge.

The Commissioner said timing of the traffic lights and the archway will remain the same, adding that the renovations will also improve movement on the parkway. Mr. Pinto said he will meet with Mr. Phil Amicone and several Yonkers officials to address any problems. Commissioner Landi, responding to questions about the Woodland Viaduct Project, said the ten to eleven feet of barren ground near the curve of the parkway will be backfilled and vegetation will be planted when the project is completed. Mr. Maisano said he has received several complaints about yard waste and what to do with it. Mr. Landi said new RFPs have been sent out which includes a section for yard waste and four bids have come into the department for review but have not been signed. He mentioned some municipalities provide their own areas for such waste. Mr. Abinanti reported that the Landscapers Association came to an agreement that the Class D Haulers permits should go to Consumer Protection for handling and the money should go to municipalities to enforce the law. He will keep members updated on the status of this issue.
