COMMITTEE ON PUBLIC ON PUBLIC WORKS

TUESDAY, APRIL 13, 1999

 

 

PRESENT:  Chair:  Pinto.  Members: Abinanti, Carsky, Maisano, Noto, Ryan, and Wishnie.  Staff:  Bass.

 

ALSO PRESENT:  Commissioner Anthony Landi-DPW/DEF; Robert Abbamont, Public Works Liaison.

 

 

Mr. Pinto called the meeting to order at 4:30 p.m.

 

 

WOODLANDS VIADUCT

Commissioner Landi updated the membership with the design plans for construction of the Woodlands Viaduct in White Plains.

 

Mr. Landi briefly discussed the Viaduct construction, noting the project was on time and coming along with very little problems or disturbances.  He accounted this for the mild weather during the winter months that enabled continuous construction.

 

Mrs. Carsky confirmed that her concerns relating to the retaining wall of stone were addressed.  She requested more public awareness of the design plans and take additional measures to retain historical land and artifacts when planning future construction projects.

 

Legislators Abinanti and Carsky expressed their concern with County parkways turning into major highways.  They both noted that the Sprain Parkway has turned into a major highway and that only the Bronx River Parkway Reservation retains some of its original character, but has slowly deteriorated throughout the years. 

 

Legislator Carsky asked to see the design plans for the Harney Road Bridge construction at the next meeting.  The Chairman agreed, noting that preparations for construction are underway and will be discussed at the meeting.

OSSINING SANITARY SEWER DISTRICT

Commissioner Landi said the Village of Croton-on-the-Hudson requested the Department of Environmental Facilities to modify the Ossining Sanitary Sewer District by removing 354 parcels of property that are not connected to the County sewer system.

 

According to an analysis prepared by the department, the request for removal is feasible according to the following:

 

·       Engineering modifications are not required by the District

·       There is no impact to the County because there was no connection to the sewer system

·       Changes remove ad valorem taxation properties that do not benefit from the District

·       The reserve capacity is freed at the treatment plan for future enlargement

·       Once removed the District will be required to petition the County to re-enter the District

·       The County is not obligated to reserve any capacity once removed from the District

 

On the motion of Legislator Noto, seconded by Legislator Abinanti, the Act was approved for all purposes.  All in favor, none opposed, motion carried 7-0.

 

 

 

Mr. Pinto asked the members to review the minutes of the previous meetings to be discussed and voted on at the next meeting.

 

 

 

With no other business to discuss, the meeting adjourned at 5:30 p.m.
