PRESENT: Chair: Pinto. Members: Abinanti, Carsky, Maisano, Noto, Ryan, and Wishnie. Staff: Schecter, Vita. ALSO PRESENT: Anthony M. Landi, Commissioner of Public Works and Environmental Facilities; William Randolph, County Executive Liaison; Robert Abbamont, Public Works Liaison.
Mr. Pinto called the meeting to order at 4:35 p.m. At the request of Legislator Noto, Chairman Pinto asked that copies of reports (Eagan & Rotfeld) relating to the consolidation of sewer districts, be forwarded to the Committee for review. Mr. Randolph said the reports are not available at this time and will check with the Administration regarding their status. The minutes of January 19, 1999 were approved as amended on the motion of Legislator Wishnie, seconded by Legislator Noto. All in favor, none opposed, motion carried 7-0. Agenda Item #7: An itemized listing of all Public Works machinery and equipment was referred to the Committee for discussion. Commissioner Landi explained that he is obligated by state law to file this report each year with the Clerk of the County Board. A list of al inventoried equipment was reviewed reflecting the year ending 1998. The equipment ranged in age from year of purchase 1954 to the present with most equipment being identified as fairly new and in good condition. It was pointed out by Commissioner Landi that the snow removal equipment was most recently purchased and in excellent condition. A copy of the report is on file.

APPROVED 2/16/99-RGW/KSC-5-0 M I N U T E S COMMITTEE ON PUBLIC WORKS TUESDAY, FEBRUARY 2, 1999 PAGE 2____________________________________________________ Commissioner Landi presented the 1999 Road and Bridge Program for the first quarter of construction schedules. The Chart reflects both roads (blue) and bridges (red) of thirty projects. The chart indicates the Capital project number, cost, construction start, location and each legislative district. The chart also indicates the impact of each project, whether there will be single lane closures, daily lane restrictions or full closures. Those projects pending State funding will be coordinated between the County and the State while under construction. The cost of bonding for 1999 is -- $8.2 million for construction and design; ($1.2 million for parkways and $7.0 million for roads and bridges). Mr. Landi asked the Boards assistance for releasing the bonds on time. Mr. Pinto asked if there were alternatives to resolve the drainage problem of the Bronx River Parkway, other than the fact that it is a low area. Commissioner Landi responded by noting there may be two alternatives (1) building a dike to hold the water ; or (2) raise the parkway. Both would be extremely expensive and require full environmental review. Mrs. Carsky asked if the County can do anything with the storm water run off into the Bronx River. Mr. Landi said there may be a possibility to use large storage tanks or large basins, but the water must be immediately taken out, which will be more costly. Mr. Pinto asked the Commissioner to check the timing of the traffic light at the Leewood Drive tunnel. Before concluding, Mr. Landi was asked by Legislator Wishnie to give an update on the courthouse building. Commissioner Landi noted that the bids were successful, coming in below budget and the first phase, replacing the windows and the roof, should be underway shortly. Mr. Maisano asked if the original concept for the building was changed, Mr. Landi said the original plans called for an eight story building, the new design is a three story building in an open circle shape.

Item 6: Proposed capital budget amendment and Bond Act for the Harney Road Bridge and Approach. On the motion of Legislator Maisano, seconded by Legislator Noto, the item is received and filed. All in favor, none opposed, motion carried 7-0. Item 7: Itemized list of Public Works Machinery and Equipment. As discussed today, the item is received and filed on the motion of Legislation Maisano, seconded by Legislator Noto. All in favor, none opposed, motion carried 7-0.
