PRESENT: Chair: Pinto. Members: Abinanti, Carsky, Maisano, Noto, Ryan, and Wishnie. Staff: Schecter, Vita. ALSO PRESENT: Alan Scheinkman, County Attorney, Anthony Landi, Commissioner of Environmental Facilities & Public Works; Bill Randolph, County Executives Liaison; Robert Abbamont, Public Works Liaison.
Mr. Pinto called the meeting to order at 4:30 p.m. On behalf of the Committee and the Board, Mr. Pinto expressed condolences to Mr. Scheinkman on the recent loss of his father. Agenda Item 14: As instructed by the Budget Director (memo on file), Nutrient Removal Funding, will be removed from the agenda. Revised legislation will be forwarded to the Board to reflect the 1999 funding. On the motion of Legislator Abinanti, seconded by Legislator Wishnie, the item is received and filed by a vote of 6-0. At the request of Mr. Wishnie, Agenda Item 5 is a request to remove certain parcels from the Ossining and Yonkers Sanitary Sewer District and asked if the County Attorney and Commissioner Landi to brief the members on the progress of the legislation that is presently being drafted for review. Mr. Scheinkman briefly explained that the process of removing properties in the Ossining/Yonkers Sewer District has come farther along with Croton than with Briarcliff. A draft legislative package was submitted to DEF and the Planning Department for review. DEF prepared a feasibility study and the Planning Department conducted the Environmental Review. The results of the feasibility study indicated that initially, 486 parcels were to be removed. The study identified that only 354 parcels need to be removed.

The Legislative Package is under review in the Department of Environmental Facilities. Both departments are working closely to facilitate these actions. In regard to the Briarcliff Manor proposal, Mr. Scheinkman explained that documents to prepare the necessary legislation were recently received. The Departments of Health, Environmental Facilities, and Planning are presently conducting their review. Mr. Pinto said no further discussion is needed until the necessary legislation is brought before the committee for review and action. Mr. Wishnie satisfied with the progress of the legislation, thanked Mr. Pinto for conducting todays meeting with the County Attorney and the Commissioner. Mr. Pinto asked the Commissioner and Mr. Scheinkman to schedule a meeting to discuss consolidation of sewer districts. Mr. Noto requested information and a copy of the Tom Eagan Report that was completed by the last Administration and explained the financial review of consolidation. Dolph Rotfeld prepared another report. Mr. Noto said it would be feasible to review these reports in order to evaluate the pros and cons of each issue. Mr. Randolph will research for copies of the reports. Mr. Wishnie asked for an update on the Infiltration and Inflow Report. Mr. Scheinkman said that most of last year focused on the Inflow and Infiltration problem and a report is just about completed. In brief the report will explain the following:

Due to a joint meeting (time to be announced) with the Committees on Health and the Environment to discuss the recent spills at Kensico and Byram, Mr. Pinto asked that the Commissioner and the County Attorney return in two weeks with any information available. Mr. Abinanti asked Commissioner Landi if a log was kept of the incidents in respect to the recent spills or is this a common occurrence. The Commissioner was not sure if there was a master log, he would check and report his findings back to the Committee. He does however, report spills to the DEC, they may have what Mr. Abinanti is looking for. Mr. Wishnie said the Administration recently hired a consultant, noting it would be in the best interest of all involved to wait for the their report. Mr. Landi said he would attend the next Public Works Committee meeting with a report of current roads and bridge construction schedule. Mr. Pinto mentioned constituent concerns with snow removal on certain roads in the County. Mr. Landi briefly explained the highways and roads that are under the Countys jurisdiction and those that are the responsibility of other jurisdictions. Mr. Landi said DPW has five trucks and spreaders available for snow removal only on the Bronx River Parkway. Local municipalities have IMA agreements with the County for snow removal within the local community. Mr. Scheinkman said the County may not maintain the highways for snow removal but the County Police patrols all four parkways. Mr. Pinto said another avenue he would like to look into would be the drainage system on several parkways, especially the Bronx River Parkway near Fenimore Road and Pondfield Road. The minutes of January 5, 1999 were approved on the motion of Legislator Wishnie, seconded by Legislator Pinto, by a vote of 7-0. With no other business to discuss, the meeting adjourned at 5:05 p.m. |
