PRESENT: Chair: Pinto. Members: Carsky, Noto, Ryan, and Wishnie. Staff: Schecter, Vita.

ALSO PRESENT: Bill Randolph, Assistant to the County Executive; Robert Abbamont, Public Works Liaison.

 

Mr. Pinto called the meeting to order at 4:30 p.m.

During last night’s Board meeting an Act (Item 6-SI1A-1/4/99) was referred to the Committees on Public Works and Budget regarding amendments to the 1999 Capital Budget for the project P0008 – Harney Road Bridge and Approach. Mr. Pinto would like to entertain a motion to move this item in order to begin construction of the Harney Road Bridge project.

The Bond Act and Capital Budget amendment are for construction of a project to remove the existing bridge at Harney Road on the Bronx River Parkway. The replacement structure will be wider and approach lanes will be adjusted to improve safety conditions and will follow the character of the present structure. The IMA will also authorize the widening of Strathmore Road at the Bronx River Parkway, southbound, in Yonkers, in which the City will pay the County $100,000. If the cost of widening Strathmore Road exceeds $100,000, the City will be responsible for additional costs over that amount. If the cost is less than $100,00, the County will reimburse the difference to the City of Yonkers. The agreement begins on March 15, 1999 and to be completed on March 14, 2002.

After a brief discussion the item was approved on the motion of Legislator Pinto, seconded by Legislator Wishnie. All in favor, none opposed, motion carried 5-0.

Mr. Pinto requested a schedule for the 1999 road and bridge construction schedule.

Mr. Abbamont said Commissioner Landi will have data within the next two weeks. He also reported that construction on Polly Park Road, Harrison, and the Woodlands Viaduct, White Plains, are on schedule.

As the Environment Committee will be moving their time slot to 3:30 p.m. on Tuesday, Mr. Pinto asked the members to reschedule the Public Works Committee to 4:30 p.m. All agreed to move the time slot by a vote of 5-0.

Mr. Pinto will follow up with Bob Rubenfeld of Metro North from the discussion at the Tuckahoe Community Center in December.

Mr. Noto mentioned he would like the committee to look for a future approach to the consolidation of sewers. He also mentioned the establishment of a Sewer Authority and suggests a meeting with the County Attorney and Commissioner Landi to know what direction this Committee should take.

Legislators Pinto and Wishnie requested a copy of the "Tom Eagan Report", as well as a meeting with Commissioner Landi, Mr. Eagan and Dolph Rotfeld.

Mr. Pinto will speak to Bill Randolph with the requests of this committee, as well as future meetings that warrant discussions with local municipal officials. He offered community meetings to all members of the committee as well as for other members of the Board. He has found community meetings the best services to the community.

During the past weekend, Mr. Ryan walked the North area of White Plains after a recent storm and noticed that the residents were in good spirits knowing that the County was taking action to resolved drainage problems. Many said they were impressed that Public Works was the first to handle the requests of the community and would continue to do so in the future.
