COMMITTEE ON PUBLIC WORKS

PRESENT: Chair: Pinto. Members: Abinanti, Carsky, Maisano, Ryan, and Wishnie. Staff: Vita.

ALSO PRESENT: Anthony Landi, Commissioner-DPW: Robert Abbamont, DPW Liaison; Bill Randolph, County Executive Liaison. MTA Representatives: Bob Rubenfeld, Hector Santiago, Lori Morritt; Eric Arena, the Office of Yonkers City Council member-Gordon Burrows; Dominic Micka, Yonkers Traffic Engineering.

 

Mr. Pinto called the meeting to order at 4:20 p.m.

As a follow up to the meeting of July 27th, Mr. Rubenfeld and staff returned to meet with the Committee on Public Works to address some of the issues from that meeting.

BATTERY PLACE BRIDGE/CRUGERS STATION

While undergoing a survey, Metro North representative provided two alternatives to replacing the bridge. It was discussed that if replacement of the bridge was necessary, there are alternatives to either repair or reconstruct another entrance from the VA Hospital or use the land north of the railroad tracks to build a new road to access traffic from Route 9. This area has been problematic in the past because of maintenance responsibility and who does what and where. The ramp belongs to the entity that owns the roadway, which the Town owns a large portion of the area. Mr. Rubenfeld he is re-instituting discussions with Linda Puglisi and would like to resolved that matter as soon as possible and will update this committee of its progress. Mr. Pinto spoke to Representative Sue Kelly about seeking transportation funding.

Mr. Rubenfeld said federal money is earmarked by a magnitude of funds and may not even reach this area of repair.

CRESTWOOD STATION

Both committee members and representatives from Metro North agreed to schedule a community meeting at the Tuckahoe Community center for the purpose of discussing the conditions of the station with local residents and officials.

NEW ROCHELLE RAILROAD STATION

Mr. Maisano inquired about the safety at this station and who is responsible for the station. Mr. Rubenfeld said the City of New Rochelle owns the stations and Metro North is responsible for the platform, agreeing that the station was not safe, but initiatives have been taken to resolve the problem. Mr. Rubenfeld said undercover police officers are present at every station and have been working with local police agencies to insure the stations remain safe for residents.

Mr. Pinto said the Fleetwood Neighborhood Association in Mount Vernon was pleased with the recent meeting MTA. Mr. Santiago addressed al their concerns as well as those in the Bronxville area. He thanked the representatives of Metro North for all their and assistance to this Committee and the residents of Westchester County.

SPECIAL ITEM: UNDERGROUND STORAGE TANKS

Commissioner Landi said in 1992 the original agreement was intended for design and construction associated with the removal and replacement of 1,100 underground storage tanks. The tanks must be tested, no leaks and meet certain standards by the end of 1998. There have been eight different amendments for design and construction management, this is the last phase whereas the amended amount is approximately $65,000.00 with a completion date of July 1999.

Mr. Abinanti asked why the amount was so high. Mr. Landi said most projects can run 10% higher than expected due to unexpected problems when in the development stage.

Any contract can be pulled from the A & C calendar, but Phase VIII has already been awarded and must be done this week, it can not be put over for the second time. It will be voted on Thursday of this week.

The members then pursued a brief discussion about the hiring policy of consultants and the RFP proposals. They also discussed the procedures of the Pre Qualification Selection Board and questions arose that they would like to continue to discuss further with Commissioner Landi, the County Attorney and members of the Pre-Qual Board.

The members went on the schedule a meeting at the Tuckahoe Community Center to discuss the Crestwood-Tuckahoe Railroad station conditions with residents of the two areas and local officials. The tentatively scheduled December 2, 1998 at 7 p.m., once the center is confirmed, notice will be sent to all members and other legislators.

Due to the upcoming Budget meetings and hearings, the committee will not meet until December 2nd or until further notice.

 

With no further business to discuss, the meeting adjourned at 5:45 p.m.
