Mr. Pinto called the meeting to order at 4:20 p.m. Commissioner Landi updated the members on the following road and bridge construction projects: HARNEY ROAD BRIDGE An informational meeting was held on October 7th with Commissioner Landi, Legislator Pinto and Carsky, the consultants and Yonkers officials to discuss upcoming plans with the residents in the area. The EIS report will be ready within the next 30 days and then go out for bid. Mr. Pinto said all areas of concern were addressed with the assistance of Commissioner Landi and Mrs. Carsky. INFLOW AND INFITRATION CONSENT DECREE On October 19th, the Board unanimously voted on bond counsel. Mr. Landi said this will be a crucial program to get on the way. WOODLANDS VIADUCT Mr. Landi said Phase I which involves the north portion of the bridge should be completed by June 30, 1999. Phase II will shift the traffic flow and lanes will be changed. Phases III and IV will be resurfacing and cleanup.

If an accident should occur, Mr. Wishnie was concerned with lane closures and backup traffic. Mr. Landi said it would be problematic, but necessary steps have been made to get through. To date the Commissioner has not received any calls or complaints regarding any backups. During the winter months the roadway will be made wider to order to be accessible for snow plows. Several Legislators relayed complaints received by constituents regarding this part of the parkway. Mr. Landi will address all concerns, especially additional signs and lighting on the northbound lanes. Completion time: September 1, 2000; Cost: $11 million; Contractor: Persico. PONDFIELD ROAD By November 8th, construction will switch to the opposite side of the bridge. This project is on schedule and completion date will be January 1999. MIDLAND AVENUE Construction is due to start in the Spring of 1999, no construction will take place during the month of July when camp is in session. CENTRAL PARK AVENUE REPAVING Repaving will be done on both sides of the area that starts from the New York City line to the first overpass bridge (near the Ground Round Restaurant). Design is 95% complete. The Yonkers City Council has scheduled a meeting with the local businesses of the area, Rotfeld Engineering and the Public Works Department of Westchester. The meeting will take place on Wednesday, November 18th at 8:00 a.m. in the Grinton Will Library, Central and Tuckahoe Roads, Yonkers. All Legislators will be invited to attend.
MINUTES COMMITTEE ON PUBLIC WORKS TUESDAY, OCTOBER 20, 1998 PAGE 3_________________________________________________ Commissioner Landi will be coordinating DPW construction activities with the New York State Thruway Authority because they will be resurfacing the thruway as well as the ramps in the same area during the months of November and January. BATTERY PLACE BRIDGE The Town of Cortlandt will be hiring consultants to research the area with the assistance of Metro-North. It will cost $5 million to repave the bridge which services only 12 residents. The railroad owns the super structure, the county owns the surface and the Town owns the remaining portion of the area. Mr. Pinto thanked Mr. Landi for all his efforts to address the concerns of the members and residents of the areas undergoing construction. AGENDA REFERRALS Item 1: Proposed Act amending the Solid Waste Disposal Service Agreement. Mr. Wishnie will schedule a joint meeting with the Budget Committee to discuss further. Item 2: Proposed Act revises Illustrative Charts and Tables of County Roadways. Commissioner Landi explained the illustrative charts, maps, scales and tables of County Roadways contained in the Laws of Westchester County have not been revised since 1961. At least 42 modifications have been made to reflect changes and roads taken over by the State. This list would be reflected on the maps in the County Charter. Mrs. Carsky asked if local municipalities were aware of these changes. Mr. Landi said Resolutions were passed by the municipalities to reflect the changes. On the motion of Legislator Wishnie, seconded by Legislator Ryan, the Act was approved by a vote of 5-0. Item 3: Traffic Safety on the Hutchinson River Parkway. The item is received and filed on the motion of Legislation Wishnie, seconded by Legislator Pinto, 5-0. Item 4: Central Westchester Parkway. Mr. Ryan asked to keep this item on the agenda. This issue is presently under review, without response from the Mayor. Item 5: Route 22 and Reservoir Road. The item is receive and filed on the motion of Legislation Ryan, seconded by Legislator Wishnie, 5-0. Item 6: Class D Hauling Permits. Mr. Maisano said this issue has been reviewed by the Environment and Public Works Committees and all are in agreement to eliminate the permits. This issue should become law and not be held up by one Legislator. He asked the Chair to request the Legislation Committee draft the necessary legislation and move forward with the process. On the motion of Legislator Maisano, seconded by Legislator Pinto, the item is forwarded to the Legislation Committee for action. All in favor, none opposed, motion carried 5-0. Items 7, 8, 9, 10: Relating to Roads and Bridges. All items received and filed on the motion of Legislator Wishnie, seconded by Legislator Maisano, 5-0. Item 12: Fischer Energy. The Company has presented their proposal to the Committee on September 8th. The item is receive and filed on the motion of Legislation Maisano, seconded by Legislator Wishnie, 5-0. Item 13: Metro North Issues: Metro North representative will be with the Committee on Tuesday, October 17th, at 4:30 p.m. Item 14: Nutrient Removal Pilot Program. Mr. Wishnie said all bond acts will be discussed on Monday, October 26th, at 10 a.m.
With no other business to discuss, on the motion of Legislator Wishnie, seconded by Legislator Carsky, the meeting adjourned at 5:20 p.m. |
