*M I N UT E S COMMITTEE ON PUBLIC WORKS and the COMMITTEE ON BUDGET & APPROPRIATIONS MONDAY, SEPTEMBER 28, 1998 3:00 p.m.

Alan Scheinkman, County Attorney; Anthony Landi, Commissioner DPW; Anthony Trelewicz, Commissioner-DEF; Peter Pucillo, Commissioner of Finance; Dan Donahue, Deputy Commissioner DEF; Jim Robertson, Susan Gerry - Law Department; Roberta Wiernick, Pest Management Committee Chair/LWV. The meeting of the Committee on Public Works was called to order at 3:15 p.m. for the purpose of approving two bond acts: (1) Harney Road Bridge and Approach; and (2) Fenimore Road at Scarsdale Railroad Station. The proposed Act for Inflow and Infiltration will be discussed when joined by the Committee on Budget & Appropriations. HARNEY ROAD BRIDGE AND APPROACH BOND ACT: Commissioner Landi explained this bond act is in the amount of $300,000 for design, which is 95% completed and for temporary remedial measures to maintain access of the bridge. Mr. Landi explained that the City of Yonkers requested additional work to be incorporated at Strathmore Road, with Yonkers doing their share of the construction via the IMA agreement. Additional bonding authorization is needed in order for the Department of Public Works to perform their portion and Yonkers to perform theirs. For additional information, a tape is on file. On the motion of Legislator Wishnie, seconded by Legislator Pinto, the Bond Act for Harney Road Bridge and Approach was approved by the Committee on Public Works, by a vote of 4-0. *For additional details, a tape is on file. APPROVED 12/2/98-TJA-WJR 5-0 MINUTES COMMITTEES ON PUBLIC WORKS and BUDGET & APPROPRIATIONS MONDAY, SEPTEMBER 28, 1998 PAGE 2_________________________________________________ FENIMORE ROAD AT SCARSDALE RAILROAD STATION: Commissioner Landi explained that this Bond Act merely changes the verbiage of the previous bond act (#102-98) and authorizes the cost of $130,000 for reconstruction of the bridge at the Hartsdale Railroad Station over the Bronx River Parkway. On the motion of Legislator Carsky, seconded by Legislator Wishnie, the Bond Act for Fenimore Road at Hartsdale Railroad Station was approved by the Committee on Public Works by a vote of 4-0. The Commissioner announced that he is scheduling several community meetings: (1) Harney Road Bridge Construction, tentatively scheduled for Tuesday, October 7, at 8:00 p.m. at Our Lady of Fatima Church; and (2). Central Avenue Repaving Project, tentatively scheduled for October 14th, early a.m. to meet the needs of the businesses in the area. Mr. Pinto will send out notification to all Board members when dates are confirmed. The Budget and Appropriations Committee joined Public Works and reconvened their meeting at 3:40 p.m. Mr. Wishnie briefly explained the two Bond Acts before the committee and asked for a motion to approve. On the motion of Legislator LaMotte, seconded by Legislator Kaplowitz, both Bond Acts were approved by unanimous consent, motion carried 10-0. INFLOW AND INFILTRATION SEWER REPAIRS: Mr. Latimer opened this portion of the meeting to answer questions raised by Board members from the previous Committee of the Whole meeting when the County Attorney presented the details of the Consent Order of the I and I repairs.
MINUTES COMMITTEES ON PUBLIC WORKS and BUDGET & APPROPRIATIONS MONDAY, SEPTEMBER 28, 1998 PAGE 3_________________________________________________ When Mr. Mosiello recently met with Mayor John Spencer, the Mayor mentioned that the City of Yonkers will be at a disadvantage with the provisions stated in the consent order. The County Attorney said he is aware that there are certain situations with other municipalities that have done some of the sewer repairs, noting the Administration is willing to work with the locals to make up their expenses. He said this will be a "District-wide" problem. Mr. Oros mentioned his concerns over the additional taxes and fines imposed to his district and asked the County Attorney for assurance to his constituency when this impacts. Mr. Maisano was happy this issue is finally coming to an end, but also states his concern with imposing fines and to the homeowner who has illegal hookups and can not afford repairs. The County Attorney said the fine will come out of the Sewer Districts, but the Administration must enforce issuing such fines if the municipalities are not in compliance with the consent order. If work has already been done within the scope of the Rotfeld report, that work, must be verified that it was properly completed. On the motion of Legislator Maisano, seconded by Legislator Wishnie, the members of the Committee on Public Works, approved the Act by unanimous consent (5-0). On the motion of Legislator Abinanti, seconded by Legislator Latimer, the members of the Committee on Budget and Appropriations approved the Act. All in favor none opposed, motion carried 9-0, (Mosiello out for vote).
With no further business to discuss, both committees adjourned at 4:45 p.m. |
