*M I N U T E S COMMITTEE ON PUBLIC WORKS TUESDAY, SEPTEMBER 15, 1998 4:15 P.M.
PRESENT: Chair: Pinto. Members: Abinanti, Carsky, and Ryan. Staff: Dodds, Vita. ALSO PRESENT: Anthony Landi, Commissioner-DPW; Ralph Butler, Deputy Commissioner-DPW; Robert Abbamont, DPW Liaison.
Mr. Pinto called the meeting to order at 4:15 p.m. Mr. Pinto reminded the members that the deadline for the Inflow and Infiltration Consent Decree is October 5th. He will speak with Chairman Latimer to call a Committee of the Whole by the end of September to bring all Legislators up to date TO WHAT THE Board is at and what are the next steps to follow. Mr. Landi reported on the following road and bridge projects: Central Avenue Repaving This project spans from the New York City border to the bridge near the Ground Round (where the truck explosion and fire took place). Commissioner Landi suggests an outside meeting be held with the businesses of the area and let them review the proposed plans. Dolph Rotfeld, the design consultant for the project, will make the necessary arrangements convenient for all to attend. When Mrs. Carsky asked how disruptive the traffic will be. The Commissioner said construction will occur mostly at night, some lane closures and accessibility to storefronts will be minor. Mr. Butler reported that the bids for this project will go out in October 1998 and bonding is completed. Mr. Landi said he does not expect an increased traffic flow and with other projects completed prior to this one, he expects minimal problems. Mr. Pinto will schedule an informational meeting with the community and invite the area Homeowners Associations to attend. Mr. Butler said the SEQURA documents were taken care of already and there is no need of concern for any problems to occur. Mr. Pinto complimented how the Public Works Department was moving along with the various projects around the County. Mr. Landi noted most work is now being done in-house since 18 new positions were filled. PONDFIELD ROAD Mr. Landi is in receipt of Bronxville Town Administrator, Bill Regans letter and will respond to his request and address his concerns to the best of his ability. Mr. Butler presented a list of the projects in design: Bronx River Parkway: South of Leewood Drive. Replace bridge structure that cannot be repaired; only one lane closure. Bids go out in 1999; one year construction start. Elm Street: Completed. Major problem was the storm drains. DPW will design, the Town of Greenburgh will pay the bill.

Bids will go out in Spring of 1999, completion time one year. East Lincoln Avenue, Mount Vernon: Single lane closure and loose turning lane during phases. Construction start time, Spring 1999. Greenwich Road/Mianus River, Bedford: Repair of concrete structure, wing wall. Daily lane closures. Construction start time, Spring 1999. Palmer Road/Bronx River Parkway: Repair concrete street. Construction start time, Spring 1999. Midland Avenue: Repair concrete street arch. Construction start time, Late Spring 1999. Albany Post Road, Peekskill: Bridge replacement project, excessive detail, full detour required. Construction start time, late Spring 1999. Polly Park Road, Harrison: Under last design phase. Bids go out late October, early November. Construction start time, Spring 1999. North State Street Road, Briarcliff: Information not complete, three communities involved. Construction start time, Spring 1999. Central Park Avenue, Yonkers: DPW is coordinating plans with New York State Thruway Authority, to pave during the night hours to avoid double closures. A meeting with the local business merchants will be scheduled to review the plans. Pea Pond Road, Bedford: Repaving of 2 ½ mile road with daily road closures. Construction start time late winter 1998, early spring 1999.

Mr. Pinto applauded Mr. Landis response time and appreciates all his efforts to address all areas of concern. On the motion of Legislator Ryan, seconded by Legislator Abinanti, the minutes of September 1st were approved as amended by a vote of 4-0. Commissioner Landi will review the new proposal for Inflow and infiltration and will make a presentation to the committee before the October 5th deadline. With no other business to discuss, the meeting adjourned at 5:15 p.m. |
