**M I N U T E S COMMITTEE ON PUBLIC WORKS TUESDAY, JUNE 9, 1998 4:15 P.M.
PRESENT: Chair: Pinto. Members: Carsky, Maisano, and Ryan. Staff: Emilia Vita. ALSO PRESENT: Anthony M. Landi, Commissioner-DPW; Elaine Price, Mamaroneck Town Supervisor; Michael Blau, Manager - Village of Mamaroneck, Robert Abbamont, Public Works Liaison. Mr. Pinto called the meeting to order at 4:20 p.m. On the motion of Legislator Carsky, seconded by Legislator Ryan, the minutes of June 2, 1998, were approved by a vote of 4-0. As with similar presentations of the Saw Mill and Blind Brook sewer rehabilitation projects, Commissioner Landi was present to inform the members of the third project - the New Rochelle/Mamaroneck sewer rehabilitation project. Commissioner Landi said this project will have its contract awarded ($2.8 million) within the next several weeks. Most of the work will take place in the Mamaroneck sewer district ($555,000) and the work to be done in New Rochelle is mainly rehabilitation of 100 manholes, under a separate contract ($150,000). Via a map, with red lines indicating trunk sewer lines in the Mamaroneck Sewer District, the area to be rehabilitated is the Sheldrake area. It is approximately 3,500 linear feet of pipe located in three different locations and will be slip lined. The three areas are:

Commissioner Landi said there is no significant damage at all with the type of lining used for this project. He said there is no excavation with this type of project and the liner goes directly into the pipes and is less disturbing to the residents of the area. The Commissioner said this project is part of the Westchester County trunk sewer line rehabilitation to eliminate inflow and infiltration. Bids on the project will go out in mid-July for fall contracts and will take approximately 30 to 45 days to complete the job. During that time there will be interval disruptions to customer use of the sewer lines between the hours of 8 a.m. and 4 p.m.. Residents will be mailed notification letters as well as a special reminder 48 hours prior to commencement of work. Mr. Pinto thanked Commissioner Landi for his presentation and noted that by informing the municipalities, it better serves the communities and outlying areas. When local officials receive calls from constituents, they can be better informed and educated and respond properly to what is going on in their districts. Commissioner Landi reported that he made a presentation to the Harrison Town Board meeting on June 3rd regarding Polly Park Road rehabilitation. He said there were approximately 20 speakers and the consensus was to have the County rehabilitate the road. The Commissioner said he will proceed with the process within the next several weeks. When speaking with John Hsu from the County Public Works Department, Mr. Pinto mentioned that the Battery Place Bridge, which serves only 12 homes , will cost approximately $5 million to replace. A proposal for an at grate crossing over the railroad tracks was not favorably received by the MTA. An alternative to raze the bridge (est. cost $450,000) and construct a new access road off Route 9 (est. cost $1 million) will be reviewed. It may be cost saving to demolish the bridge. Commissioner Landi reported that Lakeside and the Deans Bridge reconstruction is still under review.
MINUTES COMMITTEE ON PUBLIC WORKS TUESDAY, JUNE 9, 1998 PAGE 3_______________________________________________ Mr. Pinto said that he has not received any correspondence to his request for the New York State Thruway Authority to take over the Central Westchester Parkway. Relating to the inflow and infiltration project and his memo to the County Executive and the County Board of Legislators, Mr. Maisano said the County Executive is currently working on a resolution to the problem. He feels this issue has been around for several years and does not want the issue to fall through the cracks again and wait another year before something is done. He strongly feels that the I and I issue should be moved out and voted on this year! Mr. Pinto said the I and I is part of the Committee Blueprint and agrees with Mr. Maisano that the issue should be resolved and the question of who pays should be answered as soon as possible. Ms. Price, who heads the Sewer Sub-committee of the Westchester Municipal Officials Association said the County Executive was to send out documentation of the procedures and hopes that steps are taken right away to resolve this issue and move forward. Mr. Pinto said he appreciated the support and will continue to have outside meetings, if necessary, until the issue of Inflow and Infiltration is resolved.
