PRESENT : Chair: Pinto. Members: Abinanti, Carsky, Maisano, Noto, Ryan, and Wishnie. Staff: Emilia Vita, Secretary.ALSO PRESENT: Ralph Butler, Deputy Commissioner DPW: Robert Abbamont, Public Works Liaison. Mr. Pinto called the meeting to order at 4:20 p.m. On the motion of Legislator Noto, seconded by Legislator Carsky, the minutes of May 12th were approved as amended, by a vote of 7-0. Mrs. Carsky mentioned that she wrote a letter to the Chairman of the Budget & Appropriations Committee regarding the RDD #1 proposal to fund the research project of recovering and using methane gas at the Croton landfill. She said there are a number of questions to be addressed as to the cost effectiveness of the project. Todays discussion issue was made at the request of Commissioner Landi to keep the Public Works Committee better informed of ongoing projects. The project is the rehabilitation of sewers in the Blind Brook sewer district. Deputy Commissioner Ralph Butler was present to make the presentation. Mr. Butler informed the Committee that this project was similar in scope to that which was recently discussed on the Nepperhan Avenue project.

Revised 5/29/98-VJP Approved 6/2/98-KSC;PJN MINUTES COMMITTEE ON PUBLIC WORK TUESDAY, MAY 19, 1998 PAGE 2________________________________________________ Discussion ensued with Mr. Butler, who informed the committee that the project is located in the Port Chester-Rye area of the Blind Brook Sewer District. The estimated cost is projected to be $1.3 million with completion in seven (7) months. Bids will be opened in June with construction to start approximately sometime in August or September. The project will entail the following: the slip lining of 2,800 linear feet of pipe, replacement of 38 linear feet of damaged pipe, cleaning of 465 linear feet of pipe and the repairing of 200 manholes. Mr. Butler further discussed in detail the procedure for resident notification while work is don on the laterals. Residents will be duly notified that they will be without bathroom services between the hours of 8 a.m. and 4 p.m. Mr. Pinto suggested that additional notice be provided to the local cable TV stations. In response to a question about contractor selection, Mr. Butler stated that usually 4 to 50 excavating contractors submit bids. Manufacturers of the slip lining process are part of the sub-contracted for items. All contractors are subject to background performance and reference checks. It was also noted that the advantage of using slip lining is the avoidance of street openings. Usually a saving is realized using this method versus pipe replacement. This particular job requires only minimum road cuts (25%). Mr. Butler provided copies of the public notification and a marked up map of the project area (ON FILE). When Mr. Pinto asked about overflow, Mr. Butler said, should residents use their bathrooms during the 24-hour period, provisions are made to handle minor overflows only during the shutdown period. Mr. Pinto said he received a letter from Councilman Noam Bramson, of New Rochelle concerning lights out along the Hutchinson River Parkway. Commissioner Landi informed Mr. Pinto that the parkway falls under the jurisdiction of the New York State Department of Transportation and will forward his concerns to the appropriate department for action.
There will be no meeting scheduled for the week of May 25th. Mr. Pinto would like to have a meeting with the Westchester Municipal Officials regarding the proposed Inflow and Infiltration project. Mr. Noto reported that County Attorney Scheinkman was in the process of drafting legislation. The problem still exists about identifying the communities who completed sewer repairs and how they should be compensated. Mr. Maisano said the Board has to vote on this issue as soon as possible.
