PRESENT: Chair: Pinto. Members: Abinanti, Carsky, Maisano, Noto, Ryan, Wishnie. Staff: Emilia Vita, Secretary to the Committee. ALSO IN ATENDANCE: Anthony M. Landi, P.E., Commissioner of Public Works; Hugh Grecian Director of Civil Engineering-DPW. Town/Village of Harrison representatives: Ronald Bianchi, Supervisor; Thomas Bevoni, Commissioner of Public Works; Nunzio Pietrosanti, Town Engineer. Polly Park Residents: Joan DeNapoli, Joann Bordzer; Jo Brille, League of Women Voters; George Hosey, Chairman-CBAC.
Mr. Pinto called the meeting to order at 4:15 p.m. The minutes of May 5th were approved as amended on the motion of Legislator Carsky, seconded by Legislator Ryan. All in favor, none opposed, motion carried 7-0. The Chair explained the need for this meeting regarding the road construction on Polly Park Road in the Town of Harrison. During the last town meeting in Harrison, Legislator noted there did the local residents that live on Polly Park Road raise several concerns. Commissioner Landi gave a background history of Polly Park Road. He said the road is located in the Town of Harrison, built in 1926 and it is a county-owned road, which is currently a concrete road and the average speed is limited to 40 mph. There is a pavement management system, which are driven on and rated, the road has a paving condition rate of 46-467, which indicates rehabilitation.

The accident history of the road is not bad, however, accidents that have occurred where due to falling or hanging trees on the roadway. Approximately six trees will be taken down, four are leaning onto the road, and two will be removed at the request of some homeowners along the road. It is the intent of the County DPW office to send out bids for summer and fall construction activity. Some improvements to Polly Park Road will include the following:
Mr. Landi presented before and after pictures of the road, noting the second picture of how it would look. The road will be widened by blacktop, with 10 - 11 ft. lanes, with 1 foot on each side and a shoulder to create a curb for drainage. Mr. Noto said residents expressed concerns with the widening of the road and the drainage. Mr. Landi assured Legislator Noto that this would not happen. Mr. Noto asked Commissioner Landi not to send out the bids unless the Town approves the plans. Mrs. Joanna Bordzer, a resident of Polly Park Road said the pictures were much better than the maps that were shown at the Town board meeting. She was also concerned with the speed and skidding on the roadway, especially during inclement whether and asked if the road can be grooved to reduce the number of speeders. Commissioner Landi said the drainage would run off into the catch basins. Mr. Grecian said the speed rate of the cars will go up, but must be enforced by the local police department. He also suggested an anti-skid groove in the road (scarifying). MINUTES COMMITTEE ON PUBLIC WORKS TUESDAY, MAY 12, 1998 PAGE 3________________________________________________ Mr. Noto suggested Commissioner Landi present the new pictures at the next Town board meeting for the residents of Polly Park Road to get a better understanding of the project and clarify their concerns. Supervisor Bianchi said with this project, as with others of the same, the Town will adhere to the standards with the County recommendations. Commissioner Landi said he will not design a road with lesser standards, otherwise the project will not take place. Mr. Pinto thanked the Town of Harrison officials and the residents of Polly Park Road for their support and input. He also thanked Commissioner Landi and Mr. Grecian for addressing the town residents with their concerns over this project. With other business pending, Mr. Pinto mentioned to the committee members that the public hearing for the Peekskill Sewer Districts would take place on Monday, May 18th. If there are no negative comments heard on the removal of the parcels from the district, the Acts will be voted upon the same evening. Agenda Item 2 (SI-1A1-4/6/98), relates to the six new projects in Refuse Disposal District #1, has minimal impact on the taxpayer with each item needing bonding. Mrs. Carsky would like additional information on the cost effectiveness with the use of methane gases.
