COMMITTEE ON PUBLIC WORKS

TUESDAY, APRIL 7, 1998

PRESENT: Chair: Pinto. Members: Abinanti, Carsky, Maisano, Noto, Ryan, Wishnie. Staff: Robert Abbamont, Public Works Department; Bill Randolph, County Executive office; Emilia Vita, Secretary.

ALSO IN ATTENDANCE: Commissioner Landi, Commissioner-DPW.

 

The meeting was called to order at 4:15 p.m. by Chairman Pinto. The minutes of March 31, joint with the Environment Committee will be held over until the next meeting.

Mr. Pinto explained why he put over the IMA legislation for Organic Waste (previously Item 2) at the April 6th Board meeting. He received a letter from the Village of Scarsdale requesting the opportunity to speak to the Board relating to some changes in the IMA.

Mr. Pinto reported that he has not received a response from Mayor Delfino regarding his letter relating to the ramp on the Central Westchester Parkway (Item 4). Mr. Ryan said he spoke with Mr. Delfino recently, who has forwarded the letter to his Public Works Commissioner for review. Mr. Ryan was to understand that the City of White Plains Police Department is posted in the area to enforce the speed limit only.

Mr. Wishnie reported to the members of the Budget Committee’s tour of the new Boardwalk and Pier at Playland. He mentioned the various buildings that were repaired by in-house staff, who an excellent job.

The proposed Act for six new projects refuse disposal district #1, will be discussed next Tuesday, April 14th at 4 p.m., with the Committee on Budget & Appropriations. Commissioner Trelewicz and representatives from the Finance Department and the County Attorney’s Office will be present for discussion.

Commissioner Landi presented the map of the Saw Mill Valley Sewer District to indicate the area of pipe that will be repaired. The Commissioner explained he wanted to bring this before the Committee for informational purposes and to show the members the area and the extent of work to be done before the IMA comes before them.

The Commissioner explained repairs will take place around the Nepperhan Valley area to the Saw Mill Valley area, mainly at Nepperhan Avenue. The pipe to be repaired is approximately 90 feet long and approximately 20 to 50 feet under ground. The effected area will stretch from Barney Street, to Dell Avenue and through Lake Street.

Most of this work requires some residential and commercial areas to be without sanitary service at intermittent times during the day and evening. When asked how many residents will be effected, the Commissioner said approximately 125 houses, local school and churches and several stores, including McDonalds. Commissioner Landi said the job will go out for bid by the end of this week and he expects work to start sometime in July.

According to the SSES Report, this was the most severely damaged, Mr. Landi explained. The damage was reported when testing was done and the engineers televised the pipelines via the camera with an apparatus that measured the size and length of the pipe where damage was mostly warranted. The pipe is over 70 years old and made of the old clay piping.

The Commissioner said the cost will be approximately $3 to $3.5 million and is included in the Capital Budget and paid by the Sewer District.

Commissioner Landi said he will be addressing the concerns of the residents and businesses of the area. Residents want the work done during the day, while the businesses want the work done during evening hours.

Mr. Pinto and the members thanked Mr. Landi for coming before the Committee with this information. The Chair will advise Legislator Mosiello what will being going on in his district.

 

Agenda Item 5: Proposal for legislative action for the improvements to Route 22 and Reservoir Road. Mr. Pinto will call the County Attorney’s office and asked for a response as soon as possible.
