*MINUTES COMMITTEE ON PUBLIC WORKS THURSDAY, APRIL 30, 1998 4:00 P.M.
PRESENT: Chair: Pinto. Members: Abinanti, Carsky, Latimer, Maisano, Noto, Ryan, and Wishnie. Staff: Robert Abbamont, Public Works Department; Emilia Vita, Secretary to the Committee.
Mr. Pinto called the meeting to order at 4:10 p.m. The purpose of this special meeting is in relation the numerous discussions relating to the Peekskill Sewer District. There are approximately 3,400 residents in Cortlandt and approximately 895 residents in Yorktown who are not in the sewer district but pay the tax and they have requested to be removed from the district. According to discussions with Commissioner Trelewicz, the cost analysis breakdown came out to a 10% to 12 % tax increase for the remaining residents until such time for another parcel to be developed, which will bring in another 1,200 or more homes into the two areas. Legislators Oros and Kaplowitz raised concern with the increase in tax that the remaining residents would endure. Referring to the letter from George Oros to the Committee, the two legislators worked out a plan to use the reserve funds in the district until the next year and then any remaining reserve funds, if any, use the following year after that. If not it will be a 4% in crease one year and a 4 1/2% increase the year after. Legislator Kaplowitz explained there was an approximate $1.6 million depletion at the year of 1996 and has been growing throughout the years because of the dynamics of the district. The 4% increase across the board will add up to $8.00 per year, $.90 per month. In addition to the surplus, Mr. Kaplowitz said there are additions coming into the district before the next May 30, 1999 deadline, such as Hunter Brook II in Yorktown and Cortlandt Town Center and other properties in the area. Within the next two years, Mrs. Carsky asked if how much was being displaced, one-third. Mr. Kaplowitz said this action will take everyone out who the Town petitioned and the Board of Health will allow out of the district. There is a deadline of May 30, 1998 in order to achieve tax relief for the 1999 budget.

Mr. Kaplowitz thanked the committee members for their assistance in this important matter. Mr. Latimer moved the legislation that sets the public hearing at the May 4th Board meeting to be held on May 18th, as well as the Committee Report to vote for full Board approval, if there are no negative comments from the public. Mr. Pinto said if there are negative comments, being the issue is time-sensitive, the legislation has to be voted out approved or disapproved. If it is approved, it must be done administratively. The motion was seconded by Mr. Wishnie and carried by a vote of 8-0.
The members were reminded that the next Public Works committee meeting would be held at the Mamaroneck Town Hall, Prospect Avenue, Mamaroneck, at 7:30 p.m.
On the motion of Legislator Carsky, seconded by Legislator Wishnie, the meeting adjourned at 4:45 p.m.
