COMMITTEE ON PUBLIC WORKS

TUESDAY, JANUARY 20, 1998

Chairman Pinto called the meeting to order at 4:15 p.m.

On the motion of Legislator Carsky, seconded by Legislator Wishnie, the minutes of the January 13, 1998 meeting were approved with all in favor.

Commissioner Trelewicz introduced himself and his deputy Dan Donohue to the Committee.

 

Items: Peekskill Sewer District. This item was held over for discussion at today’s meeting. Chairman Pinto asked Commissioner Trelewicz to discuss the Peekskill Sewer System history. Stating that this sewer system was created in the early 1970’s, public hearings were conducted and input from local communities was used in establishing the boundaries of this sewer system. After completing the history of the present Peekskill Sanitary Sewer District, Commissioner Trelewicz responded to some questions concerning the present number of people who are in this system paying the tax and not receiving the service of sewers. It was noted, however, that those who do not have sewers receive a service of disposal by the county when their septic tanks are cleaned and the contents are discharged at the Hawthorne Manhole. Again, it was noted that some people who are not paying the tax also have their septic contents discharged at the same manhole, therefore adding to the problem of those who do pay the tax and also do not have sewers.

Legislator Wishnie noted that in 1993, the then citizen George Oros came to the Board of Legislators to ask for and suggest a method of relief for these people in the Peekskill District who pay the sewer tax without benefit of sewers.

Chairman Pinto requested from Commissioner Trelewicz a copy of the original resolution that established the Peekskill Sewer District. Acknowledging Chairman Pinto’s request, Commissioner Trelewicz noted that there is a May 1, 1998 tax deadline and that if possible, it would be in his favor if action was taken prior to this deadline.

The Honorable Linda Cooper, Yorktown Town Supervisor had requested that the Municipal Officials Association, which she is a member of, be included in the process before the Department of Environmental Facilities issues their final report which is expected by Mid March. Chairman Pinto at this point welcomed Ms. Cooper’s involvement. Chairman Pinto at this point also concluded the conversation of the Peekskill Sanitary Sewer District and thanked Legislators Kaplowitz and Oros for their involvement in this issue relevant to their districts.

 

Chairman Pinto discussed a possible Sewer Consolidation Sub-Committee and asked members of this committee to think about other various sub-committees that the whole committee will want to focus on in the future.

Chairman Pinto called to adjourn on the motion of Legislator Wishnie seconded by Legislator Maisano. With all in favor, the meeting was adjourned at 5:00 p.m. and scheduled to again meet on Tuesday January 27, 1998 at 4:00 P.M.
