COMMITTEE ON PUBLIC WORKS

MONDAY, MARCH 24, 1997

PRESENT: Co-Chair: Swanson, Wishnie. Members: Carsky, Darcy, Delfino. Staff: Robert Abbamont-DPW; Emilia Vita, Secretary.

 

The meeting was called to order at 2:00 p.m., by Legislator Wishnie.

 

The minutes of January 22nd, February 3rd, and February 10th were moved for approval by Legislator Carsky, seconded by Legislator Darcy; all in favor, motion carried [5-0].

 

AGENDA REFERRALS:

 

Item A: Adding certain lands to the Peekskill Sanitary Sewer Districts in the Town of Somers. Public Hearing was held on March 10th, at 7:00 p.m. At the request of Chairman Oros, this item remains in Committee until all properties coming in and out of the District are finalized. All members agreed [5-0].

 

Item B: Petition for modification and extension of County Sewer District boundaries. Petition is awaiting draft legislation from the Administration.

 

Item C: The Town of Mt. Pleasant requests the establishment of a drainage district to be called "Crossings Drainage District." This petition is awaiting draft legislation from the Administration.

 

Item D: The Town of New Castle requests the connection of its sanitary sewer system to the Ossining Sanitary Sewer District. This request is awaiting draft legislation from the Administration.

 

Item E: A proposal from WORK-LINK to establish a non-paid internship program for highly skilled workers who would work in County facilities. On the motion of Legislator Carsky, this item was received and filed. A letter to the Commissioners of Public Works and Environmental Facilities will be sent from this Committee, requesting them to explore the possibility of employment for workers involved in this program at county facilities.

On the motion of Legislator Carsky, this item was received and filed. A letter to the Commissioners of Public Works and Environmental Facilities will be sent from the Committee requesting them to explore the possibility of employment for workers involved in this program at county facilities.

 

Items F and J: Repavement of Bedford Center Road. Legislator LaMotte was asked to give a brief background on this project. She explained that she has a constituent very interested in this project. Commissioner Landi said some of the suggestions made for a non-vehicular corridor along the road have merit, but need further review. Bonding to repave the road has been approved by the Budget Committee. Legislator LaMotte said conditions are dangerous and as the County begins to refurbish its roads, the adjacent areas can be refurbished at the same time. Presently there are no plans to pave a pathway or bicycle pathway on this roadway. In addition, the County does not own the right of way, the local municipality does. Mrs. LaMotte explained that the Town is reluctant to pay for these costs.

 

Legislator Wishnie suggested that the Committee write to the Commissioner of Public Works and ask him to consider right of way improvements be included in future roadway repaving projects.

 

Legislator Delfino mentioned a prior lawsuit between with the City of White Plains and the County Department of Public Works involving exposed rods in the roadways were puncturing car tires. On the motion of Legislator Carsky, seconded by Legislator Delfino, it was agreed to forward a letter to the Commissioner for his comments [5-0].

 

Item H: A Resolution from the Peekskill City Council regarding the tax situation in the Peekskill Sanitary Sewer District. All members agreed to have this resolution forwarded to the Administration to be considered when the PSSD is completed. Moved on the motion of Legislator Darcy, seconded by Legislator Carsky [5-0].

 

Item I: Yonkers Joint Treatment Plant Capping. This item refers to the question of the cap covers meeting proper specifications.

Discussions have been held with the Commissioners of Public Works and Environmental Facilities, and they have agreed that the covers meet the necessary specifications and are presently being manufactured. The item was received and filed on the motion of Legislator Carsky, seconded by Legislator Darcy [5-0].

 

Item K: Proposal to implement a wastewater treatment facility at the Peach Lake Watershed. This item is a joint referral and is awaiting a decision from the Committee on the Environment.

 

Item T: Yonkers Dewatering Facility. This item remains on the agenda pending continued discussions regarding various concerns of the community which include noise levels, trucking and additional hoppers at the facility.

 

 

With no further business to discuss, the meeting adjourned at 2:45 p.m., on the motion of Legislator Swanson, seconded by Legislator Darcy [5-0].
