ALSO PRESENT: Anthony Trelewicz, Commissioner, Department of Environmental Facility; Dan Donahue, Deputy Commissioner-Department of Environmental Facility; Lynn Oliva, Commissioner of Planning; William Brady, Planning Department; Jamie Hastings, County Executives office. WMOA Representatives: Gerry Faiella, New Castle Town Administrator; Steve Altieri, Mamaroneck Town Administrator; Linda Cooper, Yorktown Supervisor/WMOA Public Works Chair; Cheryl Harding, Administrative Assistant. The meeting was called to order at 3:00 p.m. by Co-Chair Wishnie. Co-Chair Wishnie welcomed the opportunity to invite members of the Westchester Municipal Officials Association and Commissioners Trelewicz and Oliva to discuss the application for state funding for the Inflow and Infiltration Sewer Rehabilitation process. Commissioner Oliva said a proposed Act, with a number of programs will be on the blue sheet for todays Board meeting . This Act will authorize the County to apply to the NYSDEC for state funding in accordance with the Clean Water/Clean Air Bond Act of 1996 and related legislation, in order to fund projects which will improve the quality and condition of local waterways, parklands and greenways. Water quality is just one of the programs, others included are the Greenway, the Parks Development project as well as the I and I sewer rehabilitation. The State came out with their applications in the beginning of September and deadlines, in some instances will not coincide with the Board meetings. Application for the Greenway has already been submitted on October 2nd. A copy of the application has been sent to the Chairman of the Board along with a letter noting that various other resolutions for approval are forthcoming. Commissioner Oliva said there was only so much money allotted that will be made available in this round. She explained the water quality alone for Long Island Sound is approximately $14 million, which includes New York City, Long Island Sound and Westchester. For the Hudson River up through Columbia County it will be $2 million and for the Parks Project, the total is $5 million. Commissioner Oliva said the County should have the opportunity to apply now for funding, and if needed applications can be rolled over and will have the opportunity again during the next round. She also noted that the applications are very clear that they do require resolutions and maps. Commissioner Trelewicz said the deadline for the I and I is October 20th. He said the department prepared an application for each of the sewer districts, based on the maximum allotment. This allows the County to get the funding and then it is divided as needed. Legislator Wishnie asked what is the commitment of the community. Deputy Commissioner Donohue said under the present consent order with the DEC, most of the communities have to do a certain amount of work. This means the County can go back to the DEC, re-negotiate the consent order under different terms and go back later on with the water districts and discuss any issues or problems. According to Commissioner Cahill (NYSDEC), the projects are ranked via the criteria, such as dialogue and clarification from the department and a public participation component to which is chosen. Legislator Darcy asked if the application process, under the consent order is sufficient for the application or does each community have to pass legislation. Commissioner Trelewicz said each municipality has to pass a resolution from their perspective board that they will put up the matching funds (15%). Westchester Municipal Officials Association representative, Gerry Faiella, said the time frame for the application was too short and had conflicting information from the DEC as to whether the I and I was eligible for funding. After assistance from the Administration, the Association was confirmed from Mr. Cahill of the DEC, that the I and I was eligible for funding. Another issue the Association was concerned with is the support of the County Board and the local jurisdiction. Mr. Faiella prepared a letter for the respective boards of the municipalities requesting them to adopt the resolution by October 15th. He also prepared a resolution for the County Board to adopt the municipalities resolutions requesting support for state funding of the I and I, in order to resolved this matter. Supervisor Linda Cooper noted that all participating municipalities may not have their applications in on time, Commissioner Oliva said they should send a notice to the fact they will be forthcoming, therefore creating flexibility. Legislator Wishnie said the legislation will be on the blue sheet for tonights board meeting and will be forwarded to the appropriate committee, but noted that the resolutions may differ. Commissioner Oliva will have the Law Department review the resolutions. After a brief review of the two proposed resolutions, the Public Works Committee members, agreed and do not foresee any substantial change. Commissioner Trelewicz agreed and said to move forward with the necessary paperwork. Legislator Wishnie asked the two Commissioners to look over each resolution and thanked they for their time and expertise. ****************************************************** The following agenda items were received and filed by Legislator Wishnie, second by Legislator Darcy, motions carried 3-0: Item C: Legislator Latimers correspondence from the Mayor of Larchmont to the NYSDEC urging the use of funds from the environmental Bond Acts to carry out the repairs of the I and I. Item D: Legislator Delfinos correspondence from the President of the white Plains Beautification Foundation regarding the neglected medians on Mamaroneck Avenue and North Street. The matter has been resolved.
With no other business to discuss, the meeting adjourned at 3:45 p.m. on the motion of Legislator Latimer, seconded by Legislator Carsky. |
