Commissioner Landi gave an update of the inquires regarding the Yonkers Water Treatment Plant:

 

Decibel Levels: The noise levels and stack emissions at the plant have been addressed since the December 4th Community meeting at the Chema Center. The stacks measure 35 to 36 feet in height, enclosed within the existing buildings. Air compressors and scrubbers which emit noise, will be in a "control room" which is sound proof and will not be heard from the community. The average decibel level is 74, the plant is down to 59. The nearest property line is 255 feet from the building.

 

When asked exactly what the noise sounds like, Commissioner Landi said it is equal to a car engine, this is a minimal amount of noise and is drowned out by other noises at the facility.

 

Stack emissions, mitigate odors based on reduction of hydrogen sulfide that cleans them causing about 90% removal from the stack. Legislator Wishnie asked if possible health problems brought to their attention the night of the meeting was addressed. Commissioner Landi said those questions were to be forwarded to Legislator Stewart-Cousins.

 

The Commissioner reported that construction of the stacks are in compliance, indicating the height of 37.3 feet is the same elevation of the surrounding buildings. The brickwork and steel work is being done now and the tank covers are in manufacturing being tested and should be installed by the Spring of 1997. Structural standards are met to date with negative pressure or leakage.

 

Questions regarding the expansion of the sludge plant and the trucking schedule can be answered by Commissioner Trelewicz.

The members also discussed the amended capital projects that were put back in the 1997 Budget.

 

Also discussed were bonds being held in Budget for review, but will be discussed in Budget.

 

The Co-chairs thanked Commissioner Landi and Mr. Butler for their information.

 

Commissioner Trelewicz will be scheduled for Monday, February 3rd, to discuss the scope of work for the Consolidated Sewer Districts as well as the sludge plant expansion and trucking schedule at the Yonkers plant.

 

Legislator Swanson motioned to move the minutes of January 6th, so moved on the motion of Legislator Darcy, seconded by Legislator Wishnie [4-0].

 

The additional referrals from the Committee on Community Affairs and Housing (page 3) were received and filed on the motion of Legislator Swanson, seconded by Legislator Wishnie.
