COMMITTEE ON PUBLIC WORKS

MONDAY, SEPTEMBER 30, 1996

PRESENT: Co-Chair: Swanson, Wishnie. Members: Carsky, Delfino, Latimer, Darcy. Staff: John Egner, Robert Abbamont-DPW; Emilia Vita, Secretary.

 

ALSO PRESENT: Legislator Ursula LaMotte, District #2: John Hsu, Transportation Department.

 

 

The meeting was called to order at 2 p.m. by Co-Chair Wishnie. The minutes of September 4th, 9th and 25th were approved as amended and moved on the motion of Legislator Wishnie, seconded by Legislator Darcy [6-0].

 

John Hsu gave a briefing on the TIP Program (Transportation Improvement Program) prior to the October 3rd meeting with the Mid-Hudson South Transportation Coordinating Committee. Updates from the annual meetings were suspended in March 1995 due to budget uncertainties at the Federal and State level. The 5 year program (1994 -1999) remains in effect and has been revised through amendments. The copy other members are in receipt of today is the only amendment that remains viable through 1996.

 

The projects listed are ranked by the Administration from New York State by highest to lowest. There is a tremendous competition for funding and this report brings the officials back on board.

 

Legislator Wishnie asked is projects were ranked on favoritism, Mr. Hsu said they are strictly ranked by volume, usage and significant need.

 

Legislator LaMotte asked about Croton-Harmon, which is privately owned, Mr. Hsu said he is currently working with Richard Herback regarding the funding and will soon have some additional date to report to her.

 

When asked why the two different set of projects, Mr. Hsu explained that there are two different sets of projects with two different funding sources that are ranked by sponsor agency.

 

The Co-Chairs thanked Mr. Hsu and staff for their time and input.

 

The members had a lengthy discussion regarding the language in the Inflow and Infiltration Position Statement. Legislator Latimer is willing to re-do the language if he had enough support form other colleagues and how this was going to be approached. He suggests the Chairman of the Board call a Committee of the Whole to explain this statement and its impact.

Legislator Wishnie and Carsky are waiting for a response from the Administration regarding Pre-Qual.

 

Legislator Darcy asked to have Commissioner DeSantis look into the clean up of Nature Study Woods in New Rochelle near Eastchester Road and Webster Avenue, it has not been cleaned in some time and would like it cleaned as soon as possible.

 

The members briefed Mrs. Carsky on Commissioners Landi and Oliva regarding Austin Avenue. The tape of that meeting will be made available for Mrs. Carsky.

 

 

With no other business to discuss, the meeting adjourned at 2:55 p.m.
