The meeting was called to order at 2 p.m. by Co-Chair Wishnie.

 

The minutes of September 4th and 9th were held until further review.

 

Legislator Wishnie received a letter from the Briarcliff Manor Village Manager with concerns of maintenance of County roads, especially on Pleasantville Road adjacent to Route 9A (Item H), where the shrubbery is overgrown and is a safety hazard.

 

Commissioner Landi said there is a regular schedule for grasscutting, landscaping and maintenance, this particular roadway is scheduled for mid June and September on the rotation lists. By law, grass cutting must be done at least once a year, for safety reasons, the department maintains most areas several time during the year for safety reasons. He gave a list to the members of what road maintenance handles and what they are responsible for, which a lot depends on weather conditions, especially in the winter, there is no set schedule, whatever comes up in the rotation. Exceptions include heavy rains, especially flood areas, such as parkways and roads with downed trees. Leaf pick up is very heavy and snow removal is vital, there is 170 miles of County that need to be covered. His maintenance crew is downsized to 22 employees that do all maintenance.

 

Legislator Darcy asked about the new agreements with local communities, Landi said they attempted to come to a mutual agreement, but it has not occurred, but they will try again in the near future. There are agreements with snow removal with major bus routes covered.

 

Legislator Wishnie asked about the corner Pleasantville Road in Chappaqua, there is an island that splits the road and is covered so much by weeds, the YIELD sign is covered. Commissioner Landi will check the areas, but reminds the membership, that some responsibilities lie with State road maintenance.

Legislator Delfino asked, with the continuous decrease in maintenance employment and all the agreements with the local communities, the County is dire need of clean up, not for appearances, but for public safety, what can the County do? The Commissioner said he is trying to work with "shared services", that will eliminate duplication of services and have the work done efficiently by the municipalities. He has the intent to see it happen, it’s not a mute issue, there is even a possibility of turning County Roads back to the municipalities, but that is only the beginning stages.

 

The Commissioner noted that Pavement Management Systems rates al county road work, which must meet certain criteria to develop roadwork. Co-Chair Wishnie asked to get additional information as there are safety issues at hand. y

 

AGENDA REFERRALS

 

ITEMS I: Yonkers Capping/Dewatering Facility: DPW is in the process of doing the architecture work all according to the specifications of the drawings which will be forwarded to Commissioner Trelewicz. The capping will be made of steel frames with fiberglass skin. The ten hoppers in questions, will need to be answered by DEF, but they will be in the enclosed building.

 

ITEM K: Austin Avenue Project: Commissioner Lynn Oliva gave a brief overview of the project, which began in 1985 as a planned industrial park, but when the City of Yonkers fell into financial problems, the project stopped. She explained the de-mapping of Old Sprain Road, which was originally part of the project, but has since been closed and will remain closed by request of the area residents.

 

Co-Chair Wishnie mentioned several agenda items that have been referred to the Committee on Community Affairs & Housing at the September 9th Board meeting, have been referred to this committee for review and discussion.

 

The proposed Resolution from the County Executive requests the County Water Agency to prepare a report containing maps and plans for the proposed extension of County Water District #2 in the Town of Somers. Mr. Wishnie said this has been ongoing in the Committee and asked for a motion to move the Resolutions for the full Board’s on October 7th. On the Motion of Legislator Darcy, the Resolution was approved for a 3-0 vote, seconded by Legislator Delfino.

 

With no other business to discuss, the meeting adjourned at 2:55 p.m. on the motion of Legislator Darcy, seconded by Legislator Delfino.
