ALSO PRESENT: Commissioner DeSantis, PRC; deputy Commissioner Butler, DPW; Dave Laemle, County Executives office; Joe Stout, PRC.
The Co-Chairs called the meeting to order at 2 p.m.
SAXON WOODS POOL
Commissioner DeSantis explained that renovations of the Saxon Woods Pool may be either delayed or closed for the 1997 season. This task was set in several different direction and not by choice it is apparent that the renovations and meeting the Boards bond needs has set back construction. It was very critical that April 1996 was the start date for this project, in March there was no movement and the Administration was aware of the situation. To date there is about two and a half to three months lost. Due to the filtration process, the pool has been in jeopardy several time during the season as well as being in Health Department violations, which have been met and the Department has been given the OK to proceed. Construction equipment was to be at the pool the day after Labor Day.
Deputy Commissioner Butler said the April date turned into June dates, designs were sent out mid October prior. The filters take an average of 24 weeks and primary services switch gear about 26 weeks. The difference between now and 1993 project, was that all lines needed to be replaced, the piping system in 1993 did not meet Health regulations, all equipment had to be brought up to current standards. Old equipment and electrical systems need to be completed.
Mr. DeSantis said the project can be completed in 8 months, but all regulations, equipment and construction need to be completed on time, he can not guarantee this can happen. If the pool needs to be closed for renovations next summer, the department will have to find means to notify the public.
MINUTES COMMITTEE ON PUBLIC WORKS MONDAY, AUGUST 26, 1996 PAGE 2_________________________________________________________
There was a brief discussion of various options to take if the pool closes, such as announcements when applying for park permits, radio, flyers throughout parks and newspaper ads. This will be discussed at a future date.
Legislator Wishnie asked how many visitors come to the parks, Mr. DeSantis replied approximately 65-68,000 visitors come to the pools, 30% are day camps.
The Commissioners will keep the Committee updated as to the status of the construction process.
The Co-Chairs thanked the Commissioners for their input and information.
The Committee will meet next week on Wednesday, September 4th at 2 p.m. to discuss the Consolidated Sewer Districts with Commissioner Trelewicz and get an explanation of the steps to be taken to expand County Water District #2.
Mrs. Swanson is in receipt of a letter to WMOA President Robert Meehan from bond counsel Tom Rothman regarding the proposed local law amendment for sewer rehabilitation through the various municipalities. Mr. Rothman suggested to WMOA, that they go along with the two alternatives proposed by the County Attorney, either amend the State laws or establish a new sewer district (5A).
Legislator Latimer said the County Executive has clearly made his position know and the Board needs to move forward with this issue. He suggested the Committee meet and discus this matter with all Board members and see if their is sufficient support to override the veto, if they have the 12 votes then proceed forward.
Legislator Wishnie agreed and said a Committee on the Whole should be called and the issue discussed in full.
the minutes of July 1, 15 and 22nd were moved and approved on the motion o Legislator Wishnie, seconded by Legislator Carsky.
The meeting adjourned at 3 p.m.
