PUBLIC WORKS COMMITTEE

JULY 1, 1996

The meeting was called to order at 2:25pm.

 

Mr. Latimer stated that he would like to hold over the minutes of June 10 because he felt some changes needed to be made.

 

The minutes of June 17 were approved on motion of Mr. Latimer, seconded by Mrs. Carsky, by a vote of 5-0.

 

The minutes of June 26 were approved on motion of Mr. Wishnie, seconded by Mr. Delfino, by a vote of 5-0.

 

Pre-Qualification

 

Mr. Wishnie was concerned that the language from the Law Dept. re the annual status report on Pre-Qual stipulated that the report only be furnished to the County Executive, and would like the language revised to include the Board of Legislators. Legislator Carsky suggested that the annual report be sent to both the County Executive and the Board of Legislators.

 

The committee will ask the Law Dept. why the word "professional" was deleted from the Professional Selection and Pre-Qualification Board.

 

Mr. Wishnie mentioned that he and Mrs. Carksy had found typos throughout the original legislation and that if they were going to amend the legislation they should make all the appropriate corrections.

The committe decided to hold over the proposal until the County Attorney could provide answers to some of their questions.

Brockway Place

Mr. Wishnie was concerned about the cost benefit of Public Works overseeing construction projects for other County Departments, such as the Brockway Transfer Station, for the Department of Environmental Facilities.

 

The committee would like to invite the Commissioner of Public Works and any appropriate staff to appear at the July 22 committee meeting to discuss this matter.

 

Mrs. Swanson said that Public Works should answer specific questions from the committee.

 

Mr. Wishnie wanted the record to state that last week at his request he asked Chairman Oros to hold over an item on the ANC Agenda, Brockway Transfer Station The reason was it was requested there be a final approval on the job and a final payment to be made to the contractor. Mr. Wishnie said he received an anonymous phone call indicating there were problems on the job, so he asked Mr. Oros to hold it over and then made a request to Administration to furnish certain information, which they did . They provided a box of material, a list of questions was made up and Mr. Delfino and Mrs. Swanson met with Commssioner Landi, Bob Boland, Mr. Guzi and Mrs. Hastings on Tuesday. To date, there are still unanswered questions about the project, including a "punch list", no "as built" drawings and no final signoff by the consultant’s engineer, as required in their contract.

Legislator Delfino indicated that based on his attendance at a meeting to discuss the Brockway Project with Legislators Wishnie and Swanson, he was concerned that there should be no final action on this project by the Board of Acquisition and Contract and voted accordingly at the last meeting of the Board of Acquisition andContract.

 

Mr. Wishnie introduced his proposal for a County Department of Investigation to be headed by an independent Inspector General. This department would be able to provide audits and investigation of alleged improper behavior regarding County contracts.

 

Legislator Carsky commented that the County no longer has an Internal Auditing Department,which used to provide a mechanism for some protection to the County. The Committee indicated their interest in this subject and all agreed to pursue the idea at a future meeting of the Public Works Committee.

 

On motion of Mr. Latimer and seconded by Mr. Delfino, the meeting was adjourned at 3:00pm by a vote of 5-0.
