COMMITTEE ON PUBLIC WORKS

MONDAY, JULY 15, 1996

PRESENT: Co-Chair: Swanson; Members: Latimer, Darcy. John Egner, DPW; Emilia Vita, Secretary.

 

ALSO PRESENT: George Hosey, CBAC, Barbara Strauss, League of Women Voters.

 

 

Co-Chair Swanson called the meeting to order at 2:10 p.m.

 

 

Pre-Qualification (Item B): The final proposal is pending language changes by the County Attorney regarding the annual reporting be furnished to the Board of Legislators in additional to the County Executive.

 

County Water District #2 (Items A & F): Legislation is pending additional review by DEF; errors found in the maps extend districts into Putnam County; clarification is being completed by Rothfeld Associates.

 

Sewer Rehabilitation (Item C): Legislator Latimer gave an update from the meeting with bond counsel, the Administration and the County Attorney. Mr. Latimer gave a brief summary of the outcome of this noting it was a clear policy agreement and has legal alternatives without State legislative approval. It was noted again, that the County Executive will serve as a resource, but not prepared to take a firm stand or be the central point for the IMA. He believes there are enough votes to support this proposal, but the County Executive still can veto, but the Board can opt o override the law.

 

It was suggested that Mr. Rothman (WMOA, Bond Counsel), finalize his former letter with a note attached, saying "that because his client (WMOA) is the entity, is being given to the Commissioner of Public Works". This issue will be ongoing until it is actively done.

 

Yonkers Plant Capping: Mr. Latimer spoke to Mr. Hinerfeld of Therma-Com Inc., regarding proposals to cover the tanks at the Yonkers Plant. This matter will be discussed at a further meeting.

 

 

With no other business to discuss, the meeting adjourned at 2:40 p.m. on the Motion of Legislator Darcy, seconded by Legislator Latimer [3-0].
