D R A F T *M I N U T E S COMMITTEE ON PUBLIC WORKS MONDAY, JUNE 17, 1996 2 P.M.
PRESENT: Co-Chair: Swanson, Wishnie. Members: Carsky, Darcy, Latimer, Delfino. Staff: John Egner, DPW; Don Sandford, Deputy Clerk-BOL; Emilia Vita, Secretary.
ALSO PRESENT: Robert Meehan, President, WMOA; Gerry Faille, WMOA; Elaine Price, Supervisor, Town of Mamaroneck; Stephen Altieri, WMOA.
The meeting was called to order at 2:10 p.m. The minutes of June 10th were held over by Legislator Latimer until further review.
Mr. Faiella briefly discussed the opinion of the Countys Bond Counsel in response to the Associations drafted proposed Local Law. Mr. Rothman was unavailable to attend and gave Mr. Faiella his opinion to make the necessary modifications to suit the proper needs of the Board and is willing to sit with the County Bond Counsel to review the legal aspects of the proposal.
Mrs. Swanson noted the grandfather clause under the County Attorneys opinion and was concerned with the idea that the County may loose benefits under Section 527 of the Municipal Law.
Mr. Darcy suggested if the Board will go along with the State process, they might as well as include consolidation of sewer districts under one package.
Mr. Latimer suggests the Board to go through the State Comptroller for assistance as it may speed up the process.
Both Bond Counsel were unavailable for this meeting, the Co-Chairs asked for a motion to forward a letter to the County Executive to request a meeting of the two as soon as possible; motion was approved by Legislator Latimer, seconded by Legislator Delfino [6-0].
Members of the Municipal Officials Association stated some of their concerns and in closing, all parties present agreed the issue should be expedited and moved forward as soon as possible.
With no further business to discuss, the meeting adjourned at 2:50 p.m. on the motion of Legislator Delfino, seconded by Legislator Darcy.
