D R A F T M I N U T E S COMMITTEE ON PUBLIC WORKS MONDAY, MAY 6, 1995 2 P.M.
PRESENT: Co-Chair: Swanson, Wishnie. Members: Carsky, Delfino, Latimer, Darcy. STAFF: John Egner-DPW; Glenn Guzi, Program Specialist-BOL; Emilia Vita, Secretary.
The meeting was called to order at 2 p.m. The minutes of April 15th, joint with Environment, and April 29th were moved and approved on the motion of Legislator Latimer; seconded by Legislator Darcy [4-0]; (Carsky, Delfino, out for vote).
Legislator Carsky explained a resolution opposing construction of a water filtration plant in any community that does not wish such a facility. It urges the City of New York to enter into direct discussions with those communities that have suitable sites for such plants and any technical expertise be provided through the appropriate county department. The Resolution was approved jointly with the Environment Committee, on the motion of Legislator Latimer, seconded by Legislator Darcy [6-0] all in favor, none opposed.
ITEM A: Extension of Water District #2 in the Town of Somers: Currently under review of the Department of Environmental Facilities.
ITEM B: Amendments to PreQual and A & C Reforms: Pending final report from Legislator Wishnie.
ITEM C: Merger of DPW and DEF: Mr. Wishnie asked the Administration to take action this issues, Jamie Hastings replied a response is to be forwarded.
ITEM D: Installation of sound barriers on several State parkways: Motion to receive and file by Legislator Carsky, seconded by Legislator Darcy [6-0].
ITEMS E, F, G, H, I, J, and L: Sewer repair study: Motion to receive and file by Legislator Latimer, seconded by Legislator Darcy [6-0].
Mr. Darcy suggested the Committee take immediate action as a result of the Municipal Officials Association proposal for sewer repairs prior to the June 30th deadline. The members agreed that by June 17th the Board should have additional information in hand.
Results of the last discussion and final numbers should be submitted, along with a list of all the communities who are either in favor of, or against the proposal, submitted by May 13th to committee. All members agreed, the Co-Chair will draft a letter to Eileen Pilla and inform her of the expedited schedule. By Monday, May 20th the committee would have to have a draft Act or Local Law which will request the Board to approve the Associations proposed goal. This proposed legislation would have to be approved expeditiously by Committee (possible special meeting day) in order to have is submitted on the June 3rd agenda.
Legislator Swanson moved to receive and file the "Special Agenda Item" regarding the Village of Elmsford concerns with costs and collections of recyclables and expenses of tolls to and from the MRF in Yonkers; motion seconded by Legislator Delfino [6-0]
All votes taken today will reflect a 6-0 vote.
With no further business to discuss, the meeting adjourned at 3 p.m. on the motion of Legislator Wishnie, seconded by Legislator Carsky. |
