D R A F T M I N U T E S COMMITTEE ON PUBLIC WORKS MONDAY, MAY 13, 1995 2 P.M.
PRESENT: Co-Chair: Wishnie. Members: Carsky, Delfino, Latimer, Darcy. STAFF: John Egner-DPW; Glenn Guzi, Program Specialist-BOL; Emilia Vita, Secretary.
ALSO PRESENT: Jerry Fiaella, Village Manager (Ossining), Member, WMOA-Sub Committee on Sewers.
The meeting was called to order at 2 p.m. The minutes of May 6th were approved and moved on the motion of Legislator Carsky, seconded by Legislator Darcy [5-0].
Mr. Fiaella, in response to the Committees time sensitive agenda for the Inflow and Infiltration Extension, presented the members with copies of the Associations Bond Counsel response to the Administrations concerns from the meeting of April 29th. Legal as well as policy concerns were outlined in the letter, Mr. Fiaella noted the Association is prepared to move forward and set to have alternatives to discuss with the Committee.
Co-Chair Wishnie, suggests Mr. Rothman (bond counsel) come before the Committee as soon as possible; Legislator Carsky suggests the County be represented in future meetings, Legislator Darcy feels the Administration will not be in agreement.
A concern of Mr. Wishnie, is the numbers given at the last meeting, Mr. Fiaella said the initial numbers were accepted, but after several meetings they changed with each different suggestion. Mr. Wishnie called for a working meeting on May 20th at 1 p.m., and suggested members of the Association, both bond counsel, Dolph Rotfeld, the Administration and Commissioner Trelewicz be present. Mr. Fiaella explained the different attempts to chart out who and how to raise the money with the complex mechanism involved. Legislator Carsky said Dolph Rotfeld should discuss his "hybrid" approach.
Mr. Wishnie thanked Mr. Fiaella for his efforts to respond promptly to the Committees request.
Co-Chair Wishnie summarized his review on the amendments to the Pre-Qual Selection Board and the reforms to A & C. He would like Commissioner Landi to discuss the number of consultant contracts over the past three years. He will tentatively be scheduled for Wednesday, May 29th at 2 p.m.
With no other business to discuss, the meeting adjourned at 3 p.m., on the motion of Legislator Darcy, seconded by Legislator Carsky. |
