COMMITTEE ON PUBLIC WORKS

MONDAY, APRIL 22, 1996

2 P.M.

 

PRESENT: Co-Chair: Swanson, Wishnie. Members: Carsky, Delfino, Latimer, Darcy. Staff: John Egner, DPW; Emilia Vita, Secretary.

 

The meeting was called to order at 2:15 p.m., the minutes of April 15th will be held over for review until the next meeting.

 

The members discussed the resolution regarding an extension from the New York State Department of Environmental Conservation until June 30th of the moratorium on having to initiate inflow and infiltration remedies. This will give additional time to all the parties involved to arrive at the best and fairest environmental and fiscal resolution. Per the Administration, the process will not be approved because the County is not responsible to pay for municipal repairs. The Resolution was moved by Legislator Darcy, seconded by Legislator Delfino, all in favor [6-0], none opposed.

 

The members are reminded of the meeting on Monday, April 29th, at 1:30 p.m. for a presentation by the Westchester Municipal Officials and local officials.

 

ITEM B: Proposed Act amending the procedures of the PREQUAL Board; Legislator Wishnie will prepare a letter to enact the next steps of this process.

 

ITEM C: Merge of the Departments of Public Works and Environment. It has been reported the Administration does no want this transfer of duties processed. The Co-Chairs will forward a letter to the Administration.

 

ITEM D: The Village of Scarsdale’s transfer of leaves to the White Plains or Yonkers Transfer Station. The item is will be forwarded to the Committee on the Environment for further review, moved by Legislator Carsky, seconded by Legislator Latimer [6-0].

 

ITEM E: Quarry Heights Sewer District transfer. The item is received and filed on the motion of Legislator Latimer, seconded by legislator Darcy [6-0].

 

ITEMS F & G: RE: SSES, will remain on the agenda until after the April 29th meeting.

 

 

With no other business to discuss, the meeting adjourned at 3 p.m. on the motion of Legislator Carsky, seconded by Legislator Darcy.
