ALSO PRESENT: Anthony Trelewicz, Commissioner-DEF; Dan Donahue, Deputy Commissioner-DEF.

 

Co-Chairman Wishnie called the meeting to order at 2 p.m., the following issues were discussed:

 

ITEM A: IMA with the City of New York and Mount Pleasant for sewer repairs. Under the Sewer System Evaluation System, New York City took concern with the watershed at Kenscio and offered to line approximately 300 feet of defects with plastic liner at no cost to the County. The County needs to approved easements for County-owned sewers in the Town of Mount Pleasant, guaranteed, at least for eighteen months. Mr. Donahue assured the members that DEF would have their own staff to oversee the job. On the motion of Legislator Darcy, seconded by Legislator Wishnie,

the Act was approved [2-0].

 

ITEM E: IMA with the Villages of Croton, Buchanan, Ossining and the Towns of Ossining, Yorktown and Cortlandt to continue consolidation of recyclables to one location. Refuse District #1 and the listed municipalities agree to make consolidated deliveries of their recyclables to the District in return for an 80% cost reduction compared to the cost of collecting recyclable from each municipality. The consolidation is generated in the northern part of the district, which enables 75 yard trailers to collect recyclables opposed to 30 yard trailers of the same recyclables from each municipality. This results in fewer trips to the MRF in Yonkers and less traffic. On the motion of Legislator Darcy, seconded by Legislator Wishnie, the Act was approved [2-0].

 

SEWER UPGRADING: Legislator Darcy spoke to Eileen Pilla, President of the Municipals Officials Association, who agrees that the local communities would be in interested to speak at public hearings regarding the sewer upgrading. Mr. Wishnie stated his concerns, but mostly with a time frame in mind, the hearings should be held as soon as possible. Mr. Darcy will continue working with Ms. Pilla.

 

LEAF COMPOSTING: Mr. Wishnie asked about DEC’s rules for leaves, the Commissioner said they are not final and it is not state in the IMA to accept leaves. Mt. Vernon is opened for fall leaves, the price per ton is as agreed. His department is looking for an alternate at the MRF, looking for a compost site is as bas as looking for a site for sludge.

SPECIAL AGENDA ITEM: Co-Chair Swanson submitted a letter from the Village of Elmsford regarding the collection cost of recyclables and the toll expense to and from the MRF in Yonkers. Commissioner Trelewicz said this issue was discussed at the last Municipal Recycling meeting, with the amount of heavy loads of crushed glass and research of color glass, the County can benefit by selling. The County has received a grant for mixed broken glass for study and marketing research; the study will take time to start the process, but it will be the first in the County.

 

QUARRY HEIGHTS PROJECT: The proposed Act is in the County Attorney’s office, the feasibility, planning and SEQRA reports are completed. The Committee asked if it could be submitted for the March 11th Board meeting, Mr. Wishnie said the Board will be willing to have a special meeting if necessary.

 

PEEKSKILL SANITARY SEWER DISTRICT: Processing not completed.

 

ITEM C: DEF AND DPW MERGER: A joint meeting with Budget & Appropriations will be scheduled for Monday, March 11th at 2 p.m. all members are urged to attend.
