COMMITTEE ON PUBLIC WORKS

WEDNESDAY, FEBRUARY 21, 1996

PRESENT: Chair: Swanson. Members: Darcy, Latimer, Oros. Staff: Patricia Gorski, Clerk-BOL; Don Sandford, Deputy Clerk-BOL; Gary Kriss, Public Relations-BOL; Emilia Vita, Secretary to the Committee.

 

Mrs. Swanson called the meeting to order at 2 p.m.

 

Legislator Oros summarized the Peekskill Sanitary Sewer District (Item F) and the Town of Cortlandt’s efforts to fashion relief for the area residents for expansion and swap of properties of the district. He explained criteria of how low rate septic fails by either topography or terrain and engineering constraints. Close but equal swap shows not much difference. The concerns of the Department of Health and Environmental have been met and the proposal represents both reasonable and feasible.

 

The Resolution calls for legislation to be prepared to expand and delete the Peekskill Sanitary Sewer District proposed by the Town of Cortlandt. On the motion of Legislator Darcy, seconded by Legislator Oros, the resolution is adopted [4-0].

 

Legislator Oros suggests the Clerk have the necessary legislation by the March 11th Board meeting in order to call for a public hearing on March 25th; Mrs. Gorski will contact Commissioner Trelewicz to prepare the documents.

 

The minutes of February 5th and 7th were approved on the motion of Legislator Darcy, seconded by Legislator Oros [4-0].

 

ITEM E: Quarry Heights Sewer Improvement Project. The item is received and filed on the motion of Legislator Darcy, seconded by Legislator Oros [4-0].

 

ITEM D: Legislator Latimer explained the Village of Scarsdale’s proposal to transfer leaves to the White Plains or Yonkers Transfer Station, suggesting the Scarsdale officials come to a meeting to explain their position. Discussion included the major situation if the County will develop a compost site or if there can be a central site to perform such functions. Legislator Swanson used the example of the problem with Alfredo’s Nursery. Scarsdale is tentatively scheduled for the February 26th meeting.

 

Mrs. Swanson reminded the members of extensive discussions needed for Pre Qual (Item B) and the consolidation of the Department of DEF and Public Works (Item C).

 

 

With no further business to discuss, the meeting adjourned on the motion of Legislator Darcy, seconded by Legislator Latimer.
