D R A F T M I N U T E S COMMITTEE ON PUBLIC WORKS MONDAY, OCTOBER 7, 1996 2 P.M.
PRESENT: Co-Chair: Swanson, Wishnie. Members: Latimer, Darcy. Staff: John Egner, Robert Abbamont-DPW; Emilia Vita, Secretary.
ALSO PRESENT: Commissioner Sal DeSantis-PRC.
The meeting was called to order at 2 p.m.
Legislator Wishnie explained the urgency of the proposed Act sent by the County Executive that will be submitted on tonights Blue Sheet for the Board agenda.
The Act authorizes the County to enter into an IMA with the Village of Briarcliff Manor to grant a license to locate a fire truck or portable pumping truck on Pocantico Lake Property. It will be operated by one staff member on the property adjacent to the existing pump station on a 24 hour basis to pump water to the residents of Briarcliff Manor. There will be a hose running from the truck into the basement of the existing pump building. This will be operating through November 17, 1996.
Legislator Wishnie said the Village of Briarcliff Manor will be saving at least 4,000 daily for the next month. This has been requested because of the repairs being done at the Catskill aqueduct. Alternative methods were sought and this was the least expensive way to obtain water. He is assured no water will be taken from the Lake.
Legislator Swanson was concerned with the noise issue, asking if any problem should arise, can the pump be put in the building. Legislator Darcy asked about the cost and liability.
Commissioner DeSantis said this was the only alternative and there should be no problems with the noise, if so, the project stops immediately. There will be no cost to the County, this is a Type II action plan with minor temporary use of land having no permanent impact on the environment. If the Board approves this Act no further action is needed for SEQRA.
The members approved the Act 4-0 on the motion of Legislator Darcy, seconded by Legislator Wishnie. This Act will be submitted to the full Board at tonights meeting.
With no further business to discuss the meeting adjourned and joined the Committee of the Whole to discuss the Inflow and Infiltration Position Statement.
