D R A F T M I N U T E S COMMITTEE ON PUBLIC WORKS MONDAY, OCTOBER 28, 1996 2 P.M.
PRESENT: Co-Chair: Swanson, Wishnie. Members: Carsky, Delfino, Darcy. Staff: John Egner-DPW; Emilia Vita, Secretary.
ALSO PRESENT: Sal DeSantis, Commissioner-PRC; Tony Landi, Commissioner-DPW; Robert Young-PRC.
The meeting was called to order at 2 p.m. by Legislators Swanson and Wishnie; the following agenda items were discussed:
ITEM L: County Center Parking Facility. Legislator Wishnie spoke with representatives from the Community College and they asked if they can incorporate a systems where they can include the cost of parking in their tuition. Commissioner DeSantis said no one is forced to park in the lot which is $2 for the entire day, which is one or two dollars below the metropolitan rate. In a recent study done by Marwick showed every civil center has been charging for parking for years, except the County Center. There are other options, such as across the street at meter and available and may even be safer, there is another lot across on North Tarrytown Road which costs the same. The number of students using the facility was unavailable, but the Commissioner stated that the College does pay a decent rental fee and may have an option to pay for parking and issue permits, but he feels the Parks department should not be responsible for college student parking or classes sponsored by the college. He is very close to putting the County Center into the black, next year he plans to go into the black about $150,000 more with a full year of parking revenue. The Commissioner said he has made arrangements for the seniors to park in the back in the employee lot.
ITEM R: Dunwoodie Golf Course: Commissioner DeSantis said the area is adjacent to the 13th Fairway and the complaints are from the workers of Board of Education who park on Palmer Road. Legislator Delfino asked if this is a county road, why not put meters up and make revenue. Legislator Carsky said the County is responsibility for sidewalk to sidewalk and the City is responsibility for curb to curb. Commissioner DeSantis said a wing has been put up from time to time and may have to look at it again. A 20 foot high fence is up there now, but as technology improves golf equipment such as golf balls and clubs, they have the ability to fly higher over the fence. He will look into it further and respond to the constituent as well as Legislator Mosiello.
Commissioner DeSantis said he will look into the clean up after the storm damage of Nature Woods in New Rochelle as per the request of Legislator Darcy and report back to the Co-chairs.

Commissioner Landi said the funds from the last storm in 1992 from FEMA have not yet been received. Structurally is seems fine, the pier got minimal damage, due to the breakwaters, which held out and in Glen Island as well. Commissioner Landi said he is working with ODES and FEMA to report the damages from the storm. When asked about the New York Rangers moving from Playland, Commissioner DeSantis said their contract ends in 1999, but would have to settle with the County before they move, but he speculates they want to move, they have done this before and still remain in Playland.
Legislator Swanson mention a letter from a constituent regarding cleaning of the stairs on the sides of the Kensico Dam. Commissioner DeSantis said he received a letter to rehabilitate the stairs, which can be costly. The stairs are state of the art, no one makes them like this anymore and traffic is not as much as it used to be.
ITEM B: Proposed Act/Pre Qual Selection Board: modifications , corrections and typo have been changes since the first original came from the Administrations. Commissioner Landi said all the issues discussed have been addressed, except the Board receiving the report, this will be given by the County Executive to the Board at the necessary time. The Act was adopted 5-0 on the motion of Legislator Wishnie, seconded by Legislator Delfino and will be submitted to the full board at the November 4th meeting.
ITEM G: Courthouse renovations/Monies due for work completed: Legislator Delfino was extremely concerned with the letter from Brianti to Commissioner Landi for the deduction of money due his company for work completed. Commissioner Landi stated that the $4 million job started in May 1994 and was to be completed by April 1995, with an additional $140,000 to make up differences to bring the completion date to December 1995. To date the job is not completed, the Commissioner has the authority and the right to impose "engineering charges" which has been taken from the retainer, the new completion date is November 30, 1996. When the final study is performed additional money will be taken out. Mr. Delfino was concerned with the overtone in the letter and hopes this will not start a court case, the Commissioner agrees, but will pay Brianti when the job is completed and it meets the Countys standards.
The minutes of October 21st were approved and moved on the motion of Legislator Darcy, seconded by Legislator Carsky.
