D R A F T M I N U T E S COMMITTEE ON PUBLIC WORKS MONDAY, JANUARY 29, 1996 2 P.M.
PRESENT: Co-Chair: Swanson, Wishnie. Members: Carsky, Darcy. STAFF: John Egner, Department of Public Works; Emilia Vita, Secretary.
ORGANIZATIONAL MEETING
Co-Chairs Swanson and Wishnie called the meeting to order at 2:05 p.m.
The Committee discussed the number of members for a quorum and agreed that two (2) was sufficient, if at any time there is a problem, a change can be made at a future meeting. The Committee to meet on Monday at 2 p.m., should a holiday fall on such a Monday, the day moves to Wednesday, same time. If deemed necessary, this will change at a future meeting.
On the motion of Legislator Wishnie, seconded by Legislator Darcy, the members adopted the above 4-0.
Legislator Wishnie said he would like to get an update for the new membership regarding the SSES and the meeting of the State loan officers. He briefed the new members about a recent meeting with the Administration and Dolph Rotfeld and the previous Committees discussions with regard to a four month extension. The Westchester Municipal Officials Association was involved and asked the County to assume responsibility, the County Executive is against involvement because taxes will be raised. Eileen Pilla, President of WMOA, met with Chairman Oros, asked for a one month extension.
Legislator Carsky is concerned with the continued requests for extensions, which may result in compliance contempt. Legislator Wishnie said the DEC may not be agreeable to an extended deadline, but the issue must be addressed and the one month can give the County time to explore a solution.
A proposed Resolution was prepared calling on the County Executive to request an extension to February 29, 1996, of New York States moratorium to initiate Inflow and Infiltration remedies. The Resolution was passed on the motion of Legislator Carsky, seconded by Legislator Darcy [4-0].
Legislators Swanson and Wishnie will ask Chairman Oros to arrange a meeting of the Leadership to discuss this matter with the Municipal Officials Association. MINUTES COMMITTEE ON PUBLIC WORKS MONDAY, JANUARY 29, 1996 PAGE 2 ________________________________________________________
Mrs. Swanson read the year-end Committee report (Item A), the members decided to pursue the County Attorneys opinion regarding the Resolutions for Pre Qualifications Selection Board and A & C Reforms. Consolidated Sewer Districts, Inflow and Infiltration (SSES) and updated road maintenance will continue as well as reintroduction of the Peekskill Sanitary Sewer District and Quarry Heights Transfer Station.
The embers discussed cost and efficient savings to construct sewers keeping in mind concerns for the County and individual communities and how the County can have the locals agreeable.
Mr. Wishnie said he would like to invite the North County communities in to give an update on Regional Water Districts and have Sal Celona in to discuss the role of the County. Mrs. Carsky asked for a joint meeting with the Environment Committee when scheduled.
Mrs. Swanson asked to schedule Dolph Rotfeld to discuss the SSES and the costs of inflow and infiltration and invite Eileen Pilla of the Westchester Municipal Official Association at the same meeting.
With no further business to discuss, the meeting adjourned on the motion of Legislator Wishnie, seconded by Legislator Darcy.
