The meeting was called to order at 2:  p.m.

 

Agenda Item # 7- RICI (Repository for Integrated Criminalistic Information) System

 

Proposed Act authorizing the County to enter into IMA’s with municipalities to provide them with access to the RICI system.

Donna Ritucci, Director of Administrative Services, County Department of Public Safety, said this would give them criminal record information they would otherwise be unable to access, such as fingerprints, photographs, and case histories.   The municipalities can also purchase equipment and software so they could interface directly with the RICI database managed by the County’s IT Department.

 

Ms. Ritucci said that local municipalities would be able to contribute to the database, and access would be granted to federal information.

Mr. Wishnie asked the Administration to provide a sample IMA for this legislation. 

 

In response to Mr. Kaplowitz, Ms. Ritucci said IMA renewals would have to come back before the Board of Legislators after the initial 5-year period.  The legislation was not clear on this point.  Mr. Kaplowitz suggested the wording of the legislation be amended to ensure that IMA renewals would have to be approved by the Board. 

 

Motion to report the legislation, as amended, was approved 3-0.

 

 

Agenda Item #8 - Violent Crimes Task Force

 

Ms. Ritucci said there are full time employees assigned to this task force.  The purpose of the MOU is for the participating municipalities to obtain overtime reimbursement for personnel serving on the task force. 

 

Ms. Ritucci said this legislation was necessary both a change in the program’s name - from the “Fugitive Task Force” to the “Violent crimes Task Force” – and the change in its mission.

 

Mr. Ryan noted that Board Act #109 - 2000, authorized the MOU for the Fugitive Task Force from January 1, 2000 to December 31, 2001. This legislation would cover the period January 1 to June 30, 2002. s.

 

Motion to report the item passed 3-0.
