COMMMITTEE ON PUBLIC SAFETY & CRIMINAL JUSTICE

 

January 28, 2002

The meeting was called to order at 2:11 p.m.

 

Reorganization

 

Mr. Ryan has asked Board Chair Lois Bronz to reappoint Legislator Sue Swanson to the Committee.  That request is currently under consideration.

 

Motion by Mr. Wishnie to require three members to be present for a quorum.  Motion passed, 5-0.

 

Motion requiring three affirmative votes to report items from the Committee to the full Board or any other committee of the Board.  Motion passed, 5-0.

2001 Agenda Items

 

Mr. Ryan said items still on the Committee’s agenda on December 31, 2001 have been deleted from the agenda. The Committee secretary will advise Legislators of the need to reintroduce those items they want considered in the new session.

 

Subjects for 2002

 

Graduated Driver’s License

 

Mr. Hall expressed concern that the tactics used to enforce such a law could be viewed as profiling by some, evoking a host of potential constitutional issues.  He added there are many parents who are opposed to this legislation.

 

Mr. Mosiello explained the rationale behind the legislation: to require additional experience and instruction time behind the wheel for teenagers learning to drive before they become fully licensed.  Enforcement of the law would occur during a routine traffic stop. 

 

Mr. Ryan said the Committee program specialist would compile the various bills filed in the State Legislature and related memoranda for review by members.

Mr. Ryan said the permanent meeting time for the Committee would be Monday’s at 2 p.m.
