JANUARY 22, 2001

The meeting was called to order at 9:11 a.m.

 

Mr. Ryan asked the Committee to discuss the status of the current agenda items.

 

Item #23 - Thermal Imaging Cameras

Mr. Ryan noted this item is included in the County’s State Legislative Package.  He wants the State to create a grants program to help local departments obtain this equipment.  Motion to receive and file.

Item #44 - Prohibition of Painted Firearms

Mr. Mosiello said he and Mr. Wishnie were discussing modifications to the existing legislation.

 

Item #14 - Pick-up Trucks on County Parkways

Mr. Wishnie said this is a proposal to allow certain vans on the parkways.  Vehicles would use combination license plates.  Restrictions: closed pickup trucks, no plows, no exterior racks (everything must be carried inside the vehicle). He wants this to be included in County’s State Legislative Package.

Item #21-Reduction in Blood Alcohol Content Level-

Mr. Kaplowitz suggested the item be left on the Agenda until it is included in the County’s State Legislative Package.

 

Item #9 – Smart Gun Technology

Mr. Kaplowitz said this is a very important issue to the County.  Mr. Mosiello said local police departments would be contacting the County when this technology becomes available.  Item will remain on the agenda and agencies and manufacturers will be contacted to make a presentation to the Committee.

 

Item #26 - Fire Horn Testing.

Item #28 - Harrison Fire District Name Change.

Item #37 - Funding for Probation Officers.

Item #40 - Prison Industry Program

Mr. Ryan knows that Legislator Abinanti has discussed the prison industry program with the Commissioner of Correction.  He will check on the status of the proposal.

 

Item #46 - Gender Motivated Violence

Mr. Randolph was asked to arrange for a representative from the Administration come and discuss the item with the Committee.

 

Item #4 - Fire Police Response Team

Mr. Wishnie said that the WCVFA would bring the item before the County Fire Advisory Board.  Chief Al Mignone said that Westchester

CountyAssociation of Chiefs received a presentation on this last week from Charles Faliace and members of Putnam’s response team.  County chiefs will form a committee to look further at the issue, then refer to Commissioner Pat Kelly.
