*M I N U T E S COMMITTEE ON PUBLIC SAFETY & CRIMINAL JUSTICE MONDAY, JUNE 7, 1999 9:00 A.M.
PRESENT: Chair: Ryan. Members: Carsky, Kaplowitz, Mosiello, Swanson, and Wishnie. Staff: Hoch, Vita.
ALSO PRESENT: Bill Randolph, County Executives office; George Hosey, Chair-CBAC.
Mr. Ryan called the meeting to order at 9:20 a.m.
60 Control Task ForceMr. Ryan distributed the draft 60 Control Task Force report to the members. The Groups contributing to the report include three members from the Public Safety Committee, retired Fire Commissioners and Chiefs, Police Chiefs and Commissioners, paid, and volunteer firefighter representatives; EMS representatives; the Deputy County Executive and the Chief Information Officer. All representatives were selected from throughout the County.
Mr. Ryan asked committee members to review the report and consider the issues. He will contact Mr. Campbell regarding the various areas of concern and requested materials for review by this Committee.
Mr. Wishnie and Mrs. Swanson also expressed their satisfaction with the report and the future of 60 Control.
EMS MUTUAL PLANThis item (Item K-7/20/98) was put over by Legislator Oros and Swanson, at the May 25th Board meeting because additional information was needed. As per a memo from the County Attorney, Mr. Ryan agreed that additional information must be discussed and the item should be recommitted.
Mrs. Swanson mentioned her concerns with the Westchester County Emergency Medical Services plan and asked the committee to review the issue carefully.

Mrs. Carsky asked if the report addresses the decision as to which hospital victims should be transported. Mrs. Swanson said that the report does not.
Mr. Kaplowitz asked if the plan was ever adopted. Mrs. Swanson replied that the plan was not adopted by the previous Administration.
Mr. Mosiello suggested the plan be sent to all those involved for further review as a matter of County policy.
Mr. Hosey asked how the transfer of the EMS Coordinator to the hospital even took place without Legislative consent. He also expressed concern about dispatchers providing proper advice prior to an ambulance or EMS staff arriving at a scene.
Mr. Wishnie expressed concern with liability in the event of dispatchers dispensing advice without the correct information. But, when people call in cases of emergency, they expect to receive this service. There are liabilities in both situations.
AGENDA ITEM A: Drowsy/Sleep-Deprived Drivers At the request of Rita and John Marone, whose daughter was killed by a drowsy driver, Mr. Kaplowitz asked the Committee to review the possibility of supporting new legislation in the Vehicle and Traffic Laws to enforce stricter drowsy driver laws.
Legislator Wishnie stated that the request warrants review. He recently recalled President Clinton s call for additional enforcement of the Federal laws on the same issue.
Mr. Ryan asked Mr. Hoch to compile information regarding the policy and enforcement of this law under Federal and State levels. He will invite the family and Mr. Oros to discuss the issue at the next meeting.
AGENDA ITEMS Item B: Toy Gun Legislation: Mr. Mosiello is waiting for the County Attorneys re-draft based on the requests of Legislators Stewart-Cousins and Abinanti.

Items D & G: Volunteer Firefighter Tax Exemption: Mr. Kaplowitz requests a status check on the bill.
Item K: Lewisboro Mutual Aid Plan: Problems in the Town of Lewisboro with re-organization, prompted Mr. Ryan to return the item back to the Administration, with the understanding if Lewisboro agrees to participate in the plan, a new request is needed. All in favor, none opposed.
Mr. Ryan asked the members to familiarize themselves with the Police Act for future discussion.
With no other business to discuss, the meeting adjourned at 10 a.m. on the motion of Legislator Kaplowitz, seconded by Legislator Carsky. |
