COMMITTEE ON PUBLIC SAFETY & CRIMINAL JUSTICE

MONDAY, MAY 24, 1999

PRESENT: Chair: Ryan. Members: Carsky, Kaplowitz, Mosiello, Swanson, and Wishnie. Staff: Hoch, Vita.

ALSO PRESENT: William Randolph, CE Liaison; George Hosey, Chairman-CDBG.

 

Mr. Ryan called the meeting to order at 9:20 a.m.

The minutes of April 12th and 26th were held over until further review. All outstanding minutes will be reviewed by the next meeting.

Mr. Ryan reported that he had the opportunity to meet with the Administration to discuss the County’s preparedness for terrorism. Legislators’ Wishnie and Mosiello took part in the meeting because of their expertise and backgrounds in fire and law enforcement. They were asked by the Administration not to report details of the meeting because of the high sensitivity of the matter. Mr. Ryan briefly explained that the Administration has compiled a team of experts that will provide the necessary steps to secure County Buildings, the Reservoir, and County Facilities. Westchester County Public Safety Commissioner D’Aliso, the Deputy Police Commissioner, and Health Department Commissioner, Dr. Adel were also in attendance. The County team will meet and work with other levels of government to discuss terrorism issues. Mr. Ryan said if any members need additional information, he would assist them in setting up an appointment with the Administration.

Mrs. Swanson gave a brief update from her sub-committee meeting on fire services at the Valhalla Campus and Grasslands Reservation. She reported that the district is trying to obtain an access road behind the Medical College housing, but every piece of property is taken.

The County is in the process of giving them an easement to allow fire apparatus behind one of the buildings, but the Medical College does not want to widen the road. The Planning Department will try to expand the area at the end of the road to allow more room.

Another concern is response time on the Campus. It was suggested that the buildings be numbered for easier access. Mrs. Swanson said there is enough money allotted in the Capital Project budget to enable the proper signage, but the Planner would like to see a master plan of the entire campus.

Mr. Wishnie suggested placing a red flashing light and siren outside the building, but Mrs. Swanson said most of the buildings are set too far back from the road to be easily seen.

In closing, Mrs. Swanson said she would like to see the firefighters receive more funding and a plan for the campus.

 

AGENDA REFERRALS:

Item B: Ban Sale of Toy Guns: The County Attorney is in the process of alleviating the concerns of two Legislation Committee members with the language of the proposed legislation. The item remains on the agenda.

Item C: Disaster Preparedness: Discussed earlier in meeting. On the motion of Legislator Wishnie, seconded by Legislator Mosiello, the item is received and filed by a vote of 6-0.

Items D and G: Tax Exemptions for Firefighters: Mr. Kaplowitz asked for the status on the State legislation. Mr. Hock will look into the matter.

Item F: Standardized elevator keys for the Valhalla Fire District: Mrs. Swanson said this was a matter brought up during her meeting with the district and they said it would provide easier access to the buildings. She asked that this item remain on the agenda until it is resolved.

Item H: Prohibiting Gun Show at the County Center: The County Executive’s action to cancel future gun shows and not renew vendor contracts satisfied the committee membership. The item was received and filed on the motion of Legislator Swanson, seconded by Legislator Carsky. Motion carried 6-0.

 

On the motion of Legislator Wishnie, seconded by Legislator Mosiello, the meeting adjourned at 9:45 a.m.
