COMMITTEE ON PUBLIC SAFETY & CRMINAL JUSTICE

MONDAY, MAY 10, 1999

PRESENT: Chair: Ryan. Members: Carsky, Kaplowitz, Mosiello, and Wishnie. STAFF: Hoch.

ALSO PRESENT: George Hosey-Chairman-CBAC; Barbara Strauss-LWV.

Mr. Ryan called the meeting to order at 9:20 a.m.

SPECIAL ITEMS:

(1) The Valhalla Fire Department’s letter with regard to the continuing problem at the 60 Control Facility. Legislators Wishnie mentioned that the letter was written with regard of the ongoing staffing and procedural problems at the facility during the winter months. Mr. Ryan made a motion to move the item to the 60 Control file. All in favor, none opposed; motion carried 5-0.

(2) A request from the Hawthorne, Thornwood and Valhalla Fire District to the Administration for the purchase of six hazardous material Level A suits in the amount of $3,000, two for each department. Mr. Ryan said the original letter was sent to Larry Schwartz , who said money was being made available to local agencies to assist in their collective efforts to combat terrorism. Mr. Ryan will invite the Administration to discuss the item at the next committee meeting.

(3) Proposed Local Law regarding the possession of toy guns. Mr. Mosiello said that two legislators objected to some of the language in the legislation and the County Attorney will address them and forward the revisions to both committees for review.

REFERRALS:

Item A: (SI-1A-1/25/99): Hudson River Estuary Marine Enforcement: Mr. Hoch asked the Administration times if the IMA was time sensitive and was asked to hold the item.

Wishnie said the item is over the 90-day period and suggested the item be returned to the Administration.

On the motion of Legislator Wishnie, seconded by Legislator Carsky, Item A was referred back to the County Executive’s office.

Item C: (1HH-9/22/98): Disaster Preparedness. Messrs. Ryan and Wishnie will be attending a meeting and will try have additional information to share with the committee members.

Item D: (1SS-9/22/98): Tax Break for Volunteer Firefighters & EMS Personnel. Mr. Hoch said consultants are meeting the with Legislation Committee today and will have an update on the State Legislation. NYC had some objections to be included on the bill and State sponsors are in the process of removing NYC off the legislation.

Item E: (SI-11A-4/12/99): Emergency Services Mutual Aid Plan. Mr. Wishnie mentioned that the Act authorizes agreements with all cities, Towns, villages, fire and other EMS districts to participate in the W.C. Emergency Medical Services Mutual Plan. Mr. Ryan will ask the Administration to attend the next committee meeting for discussion.

Item G: (1J-4/26/99): Inmate Labor Rates. The Committee on Budget & Appropriations approved an Act that authorizes the County to provide inmate labor to the Westchester County Health Care Corporation. This Act is presented to the full Board at tonight’s Board meeting.

 

On the motion of Legislator Wishnie, seconded by Legislator Carsky, the minutes of March 8th, 15th, and 29th were approved by a vote of 5-0.

 

On the motion of Legislator Kaplowitz, seconded by Legislator Carsky, the minutes of April 6th were approved by a vote of 5-0.
