*M I N U T E S COMMITTEE ON PUBLIC SAFETY & CRIMINAL JUSTICE TUESDAY, JANUARY 25, 1999 9:00 A.M.
PRESENT: Chair: Ryan. Members: Carsky, Kaplowitz, Mosiello, Swanson, and Wishnie. Staff: Hoch, Vita.
Mr. Ryan called the meeting to order at 9:20 a.m. The minutes of January 11, 1999, were approved on the motion of Legislator Kaplowitz, seconded by Legislator Wishnie. All in favor, none opposed, motion carried 6-0. Mr. Kaplowitz mentioned that Perry Ochacher was in receipt of additional information pertaining to tax break incentives for volunteer firefighters and EMS personnel (Item D). Members raised questions as to what public policy is followed by the State Legislature and who make the determining factor as to what class would qualify for exemption. Mr. Ryan stated that he would consult the Legislation Committee on this issue when they discuss the State Legislative Package with the Boards consultants. Due to the fact that the County Attorneys office was unable to complete the necessary legislation in time for the Point of Sale/Display Notification Law, discussion and review will take place next week. Mr. Ryan said last weeks request for information on anti-terrorism planning was unavailable from the Administration. Mr. Hoch stated that he had spoken earlier with Mr. Randolph from the Administration. He was informed that Mr. Randolph had spoken with Board Chairman Latimer on the subject, and Mr. Randolph suggested that the committee should consult the Chairman for further details. Mr. Ryan relayed to the members his grave concerns relating to this issue and stressed the continued urgency to schedule a meeting between the Administration and members of the Public Safety Committee.

Mr. Ryan will convey all requests to the Administration as soon as possible. At the request of Mrs. Swanson, Mr. Ryan submitted a magazine article titled "Fiasco 911", as a special agenda item #1.
At 9:30 a.m., on the motion of Mr. Wishnie, seconded by Mrs. Carsky, the committee moved into Executive Session for the purpose of personnel issues. At 10:00 a.m., on the motion of Mr. Wishnie, seconded by Mrs. Swanson, the committee moved out of Executive Session.
With no further business, the meeting adjourned at 10:00 a.m. on the motion of Legislator Kaplowitz, seconded by Legislator Wishnie. |
