COMMITTEE ON PUBLIC SAFETY & CRIMINAL JUSTICE

TUESDAY, JANUARY 19, 1999

PRESENT: Chair: Ryan. Members: Carsky, Kaplowitz, Mosiello, Swanson, and Wishnie. Staff: Hoch, Vita.

 

Mr. Ryan called the meeting to order at 9:20 a.m.

The minutes of November 2, 1998, were approved on the motion of Legislator Wishnie, seconded by Legislator Carsky. All in favor, none opposed, motion carried 6-0.

Mr. Ryan said this meeting was scheduled in anticipation of the Law Department having prepared the amended point of notification sale law, which has not been received as of today. He asked the members for any other issues to be discussed.

Mr. Ryan said it is his intention to bring in members of the Arson Task Force within the next two weeks to discuss their activities and what the County’s role is to assist them.

Mr. Wishnie mentioned the Governor’s suggestion to eliminate probation and asked to have Commissioner Pozzi come in and discuss its impact on Westchester County. Mr. Ryan will ask the Department to do an analysis on the proposals and how it would impact the county financially and operationally.

Mr. Wishnie again asked to have the Administration brief the Legislature regarding terrorism issues. He mentioned his concerns with the lack of security in this building and the easy accessibility to a majority of floors in the building and noted that the bid for the new security doors has gone out.

Mr. Wishnie said meetings are being held with outside agencies, but the Legislature is not aware of any plans.

His concern is that Westchester County has been listed on the top hit list and it very discouraging that the Board is not aware of any type of plans.

At the conclusion of last week’s meeting, Mr. Ryan asked Mr. Randolph to secure an answer from the Administration regarding this matter and when a meeting can be scheduled either individually or as a group. There should be a minimum of people that should be aware of what the Administration has planned.

Mr. Wishnie suggested that a letter be sent to the Administration with concerns of this committee.

Mr. Mosiello mentioned that six new police officers positions were allocated in the 1999 Budget, noting the PBA’s plea for more manpower. In light of the new Deputy Commissioner, who was previously appointed to the proposed Department of Investigations, where does the money come from. Did that money come out of the existing Budget, did the Administration transfer funds to cover the position or are the six new officers not being hired.

Mmes. Carsky and Swanson reviewed the Budget to find the appropriate lines for both positions.

Mr. Ryan will need to know the plans of the Public Safety Department for the six new positions.

Regarding the point of notification sale law, Mrs. Carsky asked if the recommended changes were incorporated and who will be the enforcement agency. Mr. Hoch said the changes have been submitted to the Law Department and the enforcement agency will be the County Sealer. Mr. Ryan noted that the maximum penalty is $500 at the suggestion of the Director of Consumer Affairs.

 

With no further business, the meeting adjourned at 10:00 a.m. on the motion of Legislator Swanson, seconded by Legislator Kaplowitz.
