COMMITTEE ON PUBLIC SAFETY AND CRIMINAL JUSTICE

MONDAY, OCTOBER, 19, 1998

PRESENT: Chair: Ryan. Members: Carsky, Kaplowitz, Mosiello, and Wishnie. Staff: Hoch, and Vita.

ALSO PRESENT: Bill Randolph, Assistant to the County Executive; Tom Gardner, Law Department; Richard Linkowski, Director of Weights and Measures.

 

Mr. Ryan called the meeting to order at 9:10 a.m.

Mr. Ryan asked the members to report for all purposes Item M, a proposed local law requiring that all persons, firms or corporations who engage in the sale of spray paints, box cutters or laser pointers, post notices of enforcement stating that the sale to minors is a violation of the County Law of enforcement. Enforcement will be the responsibility of the County Department of Weights and Measures.

On the motion of Legislator Wishnie, seconded by Legislator Kaplowitz, the item was reported by a vote of 5-0.

Mr. Ryan confirmed the Committee’s scheduled tour of the jail on November 9th at 8:00 a.m. The Committee will meet at the Administration Building of the Correctional Facility. All Board members are invited to attend

Commissioner D’Aliso has been confirmed to attend the Committee meeting on Monday, October 26th, at 9:00 a.m. The Commissioner will discuss the Federal Terrorism Grant Funding to Westchester County. Representatives from the District Attorney’s office will join in the discussion.

Copies of the New York City law banning the manufacture and sale of toy guns that look real were distributed to the members. Mr. Mosiello would like the Committee to discuss the NYC legislation and offer some suggestions for his proposal for a similar ban in Westchester County.

Agenda Item A, a proposed act authorizing the County to enter into an IMA with Peekskill in order to provide reimbursement for prisoner transportation to the County jail, was also referred to Budget & Appropriations. Mr. Ryan asked Mr. Wishnie if the Budget Committee had taken any action on the item. Mr. Wishnie said it was not on Budget’s immediate agenda but he will notify Mr. Ryan when it is to be brought before Budget for discussion.

Mr. Kaplowitz said he asked Perry Ochacher for additional information with regard to property tax relief for volunteer firefighters. Mr. Ochacher will provide Mr. Kaplowitz with a summary of whatever information is available in Albany.

Concerning State legislation that protects and promotes the interests of volunteer firefighters, Mr. Ryan mentioned that he had compiled a list of bills passed in 1998 and signed into law, and bills passed by the Assembly and awaiting Senate passage. Mr. Ryan will provide a copy of this material for use by the Administration.

Mrs. Carsky asked if the Public Safety and Budget Committees would be working together during the budget season when departments make their presentations for the 1999 proposed budget.

Mr. Hoch reported that the owner of the commercial antenna on the 60 Control tower pays a fee to the County. He will request information from Dr. Jacknis so see if there is a County-wide policy on this and how much the County is receiving for placement of commercial antennae on the County tower.

On the motion of Legislator Wishnie, seconded by Legislator Mosiello, the meeting adjourned at 10:00 a.m.
